<br /> <br /> <br /> <br />~ <br /> <br />City Council Minutes <br />August 20~ 1984 <br />Page Two <br /> <br />City does have specific facilities needs, and the City Council will decide to <br />what level, extent, and how long into the future those needs must be satisfied. <br /> <br />Mr. Boarman indicated that the Citizen's Advisory Committee has recommended a <br />three building plan that would satisfy the projected needs of the community for <br />the next 15 years. Mr. Boarman further indicated that the three building plan <br />would involve a City Hall which would house the City Administrative Offices~ <br />the Police Department, and the Utilities Department, an addition to the Fire <br />Station to provide for space for an aerial truck and physical training space, <br />and a Public Works facility. Mr. Boarman indicated that the Public Works <br />department is faced with storing approximately $100,000 worth of equipment <br />outside, and requiring employees to work in facilities that do not meet OSHA <br />standards, and the City Hall is faced with remodeling to meet handicap require- <br />ments. <br /> <br />Mr. Jack Boarman indicated that the Citizen's Advisory Committee looked at <br />various locations within the City, a new building on the present City Hall <br />site, as well as remodeling of the existing building. Mr. Boarman further <br />indicated that the Advisory Committee considered a ten year plan as compared <br />to a 15 year plan, and further indicated that after review of all of the various <br />options it appeared it would be economical to remodel the existing building <br />based upon a 15 year plan. Mr. Boarman indicated that the remodeling option <br />of the City Hall facility is supported by the Committee, as well as the fire <br />station addition, and the public works building. <br /> <br />Mr. Wade Turner, member of the Citizen's Advisory Committee, expressed his <br />appreciation of the information and support given to the Citizen's Advisory <br />Committee by City staff and Mr. Jack Boarman. Mr.Turner indicated that Mr. <br />Boarman expressed very accurately~ in his presentation, the thoughts and <br />feelings of the Citizen Advisory Committee, regarding the recommendation to <br />the City Council for municipal facilities. <br /> <br />Councilmember Schuldt questioned the enforcement of the handicap requirements by <br />1986 if the City had approved a new municipal facility~ and the project wasn't <br />completed by the time the requirements would be enforced. Mr. Jack Boarman <br />indicated that he felt if the City was implementing a plan to fulfill handicap <br />requirements, it would be sufficient. Mr. Boarman further indicated that the <br />City of Osseo recently spent approximately $58,000 to remodel their City Hall <br />building to make it handicap accessible, and further indicated that it would cost <br />approximately $60,000 to $70~000 to make the Elk. River City Hall handicap <br />accessible, which would not include handicapped accessibility for the public <br />works department. Mr. Jack Boarman indicated that remodeling of the present <br />City Hall was recommended because the City currently owns the land, and it did <br />provide for a good location, and further indicated that a downtown location <br />would use up taxable property. <br /> <br />General discussion was carried on regarding the design of a remodeled City <br />Hall facility. <br /> <br />Mayor Hinkle indicated that he felt the City Council should wait for full Council <br />attendance before making a decision to conduct a referendum, and further indicated <br />that he felt the City Council should consider holding public meetings regarding <br />
