<br /> <br />~ <br /> <br />REGULAR WEEKLY SCHEDULED MEETING OF THE <br />ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />MONDAY, AUGUST 20, 1984 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Schuldt, Gunkel and Engstrom <br /> <br />Members Absent: Councilmember Duitsman <br /> <br />1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2. Agenda <br /> <br />Item 19~ - the Intersection of Gates Avenue and 3rd Street, Item 20D - Light <br />Towers, were added to the August 20, 1984 City Council Agenda. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE AUGUST 20, 1984 CITY COUNCIL AGENDA AS <br />AMENDED. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />3,4,5. Minutes of the June 30, July 30, and August 6,1984 City Council Meetings <br /> <br /> <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE MINUTES OF THE JUNE 30, JULY 39, AND <br />AUGUST 6, 1984 CITY COUNCIL HEETINGS. COUNCILHEMBER SCHULDT SECONDED THE HOTION. <br />TIlE HOTION PASSED 3-0. <br /> <br />6. Open Hike <br /> <br />No one appeared for this item. <br /> <br />7. Citizen's Advisory Committee Report regarding City Facilities <br /> <br />Hayor Hinkle indicated that Mr. Jack Boarman of Boarman Architects and members <br />of the Citizen's Advisory Committee were present to review the Citizen's Advisory <br />Committee recommendation regarding the municipal facilities study, and to answer <br />any questions members of the Councilor public may have. <br /> <br />COUNCILHEMBER SCHULDT HOVED TO OFFICIALLY THANK THE HEMBERS OF THE CITIZEN'S AD- <br />VISORY COMMITTEE FOR THEIR TIHE AND EFFORT IN WORKING WITH JACK BOARMAN OF BOARMAN <br />ARCHITECTS ON THE HUNICIPAL FACILITY SWDY. COUNCILHEHBER ENGSTROM SECONDED THE <br />HOTION. THE HOTION PASSED 4-0. <br /> <br />Hr. Jack Boarman of Boarman ARchitects indicated that the Citizen's Advisory <br />Committee was involved in an approximate 4~ month study regarding municipal <br />facilities in the City of Elk River. Hr. Boarman indicated that the Citizen's <br />Advisory Committee met approximately once a month to study the City's services, <br />the City's present facilities and needs for the future. Hr. Boarman indicated <br />that the process involved the City of Elk River's services and needs compared <br />to other communities, and the City's needs for the present and the future., Hr. <br />Boarman indicated that the Committee reviewed the various options and have made <br />a recommendation to the City Council based on the consensus of the members of <br />the Advisory Committee. Hr. Jack Boarman indicated that the specific type of <br />issue, a municipal facilities project, has to be based on the needs of the <br />community and what will work within the community. Mr. Boarman further indicated <br />that the recommendations of the Citizen's Advisory Committee has stood the test <br />of strong debate and discussion among the committee members. Hr. Boarman <br />indicated that after the review of the Citizen's Advisory Committee's reCom- <br />mendation, the City Council may want to proceed with open public hearings to <br />obtain more input from the community.
