COUNCILMEMBER GUNKEL SECONED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />14. Mechanical Amusement Device License for Reggie's . <br /> <br />The City Clerk indicated that the license applications for the licensing of 8 video <br />games, 1 pinball game and two pool tables located at 13161 Highway #10, Reggie's <br />Pennant Bar have been received. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE MECHANICAL AMUSEMENT DEVICE LICENSE FOR <br />REGGIE'S PENNANT BAR. COUNCILMEMBER DUITSMAN SECONDED THE MOTION. THE MOTION PASSED <br />4-0. <br /> <br />15. Planning Commission Vacancies <br /> <br />Mayor Hinkle indicated that the City Council has received a letter of resignation from <br />Mr. Tom Hartman and further indicated that Chairman Martin Tracy has indicated his <br />intentions to resign from the Planning Commission. Mayor Hinkle indicated that Mr. <br />Stewart Wilson has indicated his interest in serving on the Planning Commission, <br />and further indicated that the City Council should also consider a commisSion member <br />for Commissioner Tracy's position. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO ACCEPT THE RESIGNATION OF TOM HARTMAN FROM THE PLANNING <br />COMMISSION" COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />bOUNCILMEMBER DUITSMAN MOVED TO APPOINT MR. STEWART WILSON TO THE CITY'S PLANNING <br />COMMISSION TO COMPLETE MR. TOM HARTMAN'S TERM. COUNCILMEMBER ENGSTROM SECONDED THE <br />MOTION. THE MOTION PASSED 4-0. <br /> <br />The City Admini.strator indicated that Mr. Martin Tracy will send a letter of resignation <br />to the City Council. It was the consensus that the City Council recognize the <br />vacancy that will be created by Mr. Tracy's resignation. <br /> <br />The City Council requested that an ad be placed in the paper for volunteers to serve <br />on the City's Planning Commission. <br /> <br />lQ~. Highway #10 Project <br /> <br />The City Administrator indicated that the State of Minnesota has requested an agreement <br />to be signed by the City of Elk River regarding the signal and street lights on the <br />highway #10 improvement project; a cooperative agreement for the project.and approval <br />of the plans and specifications for the prolect. The City Administrator further <br />indicated that the signal agreement appears to be straightforward without any problems. <br />Tge cooperative agreement contains the net cost numbers, and the plans and specifications <br />are the same as the City Council has previously reviewed. Discussion was carried on <br />regaEding the highway maintenance funds covering the cost of the MSA work and that the <br />-City would<.nqt have to go through the variance process for the funding <br />of that work. Discussion was also carried on regarding the Utilities requirements. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE COOPERATIVE CONSTRUCTION AGREEMENT BETWEEN <br />THE STATE OF MINNESOTA AND THE CITY OF ELK<RIVER. COUNCILMEMBER GUNKEL SECONDED. THE <br />MOTION. <br />
