<br /> <br /> <br /> <br />~ <br /> <br />City Council Minutes <br />July l6~ 1984 <br />Page Five <br /> <br />Mr. Erwin Specht indicated that the State of Minnesota requires a permit which needs <br />to be reviewed every three years and further indicated that he could not understand <br />why the City required a more stringent ordinance-than the State of Minnesota.. <br />Councilmember Engstrom indicated that he felt billboards are needed, as every <br />busin.ess cannot be located ona major highway. Councilmember Engstrom further <br />indicated that he felt billboards promote commercial growth to a community. <br /> <br />Councilmember Duitsman indicated that he felt the City Council should not change the <br />zone and further indicated that felt that the problem should be addressed through a <br />sign ordinance. CouncilmemberDuitsman further indicated that he felt that the <br />Planning Commission should do futher research and consider a new sign ordinance. <br />Councilmember Schuldt indicated that he felt billboards are an eyesore and further <br />indicated that on the south side of the highway going toward Anokathe billboards do <br />not promote the City of Elk River. Councilmember Schuldt further indicated that he <br />did not feel those commercial billboards helped the commercial district and actually <br />hide beautiful country. Councilmember Schuldt ihdicatedthatsome signage is necessary <br />to help motorist find food and lodging and therefore there may be a possible solution <br />through the sign ordinance that would consider size 1 construction and distance between <br />s1gns. <br /> <br />Councilmember Gunkel indicated that she had a problew rezoning a 100 feet along highway <br />10 for signing and .further indicated that she felt the City should consider addressing <br />the problem through the sign ordinance. The City Administrator indicated that the <br />Planning Commission and Mr. Rick Breezee, the Building and Zoning Administrator will <br />work with the Chamber of Commerce and the business community in the adoption of a sign <br />ordinance. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO DENY A ZONE CHANGE REQUEST BY MR, ERWIN SPECHT FOR A <br />PORTION OF HIS PROPERTY ALONG. THE SOUTH SIDE OF HIGHWAY 10. CQUNCILMEMBER DUITSMAN <br />SECONDED THE MOTION. THE MOTION PASSED 3-1 COUNCILMEMBER ENGSTRQMOPPOS~D. <br /> <br />General discussion was carried on regarding the State's regulation on billboard signs <br />and the distance between billboard signs. It was the consensus of the City Council <br />to encourage the Planning Commission to consider the concerns o:Ethe business <br />community and complete the drafting of a sign ordinance. Commissioner Tral1e requested <br />that the City Council schedule a work session with the Planning Commission regarding <br />the sign ordinance. <br /> <br />10.. Swanson Administrative Subdivision Request ~ Public Hearing <br /> <br />Councilmember Engstrom indicated that Mr. andM:rs. Swanson or 13651 Highway #10 have <br />requested an administrative subdivision to subdivide a parcel of property approximately <br />1. 7 acres in size from a parceL 5.13 acres in size. CouncilmemberEngstrom indicated <br />that the property is located adjacent to Highway tHO in anR- IB Single Family Res- <br />idential zone. <br /> <br />Mayor Hinkle opened the public hearing. <br /> <br />Mr. Rick Breezee,Building and Zoning Administrator indicated that the Swansons have <br />made .application for abuilding permit and further indicated that their propose meets <br />all setback requirements. <br />
