Markham Request for Conditional Use Permit - Public Hearing <br /> <br />Councilmember Gunkel indicated that Mr. Ron Markham has requested a conditional <br />use permit to allow the construction of a funeral parlor on Evans Avenue between <br />Railroad Drive and 2nd Street. Councilmember Gunkel further indicated that <br />funeral parlors are permitted as a conditional use in an R-3 zone. Councilmember <br />Gunkel indicated that the proposed site is served by City water and not by City <br />sewer, therefore sanitary sewer would have to be brought into the property and <br />the cost would be assessed. Councilmember Gunkel indicated that Mr. Markham has <br />submitted a site plan which, in her opinion, will blend in well with the area. <br />Councilmember Gunkel further indicated that the Planning Commission reviewed Mr. <br />Markham's request for a conditional use permit and unanimously recommended approval <br />by the City Council. <br /> <br />Mayor Hinkle opened the public hearing. <br /> <br />Discussion was carried on regarding the specific site proposed by Mr. Markham <br />and the size of the site proposed for the funeral parlor. Discussion was also <br />carried on regarding the sale of the property from the Vernon Cemetary Association <br />to Mr. Markham and the Cemetary Association's plans for expansion. <br /> <br />Mr. Floyd Strandburg, representative of the Vernon Cemetary Association, indicated <br />that the Association has retained enough property for long term expansion needs. <br /> <br />Discussion was carried on regarding the approximate cost of the sewer extension <br />to the property. The City Administrator indicated that the approximate cost of <br />the sewer extension would be $6,700 which would also provide a sewer service to <br />the only home in the area presently not served by City sewer. <br /> <br />Discussion was carried on regarding the exact location of the sanitary sewer <br />extension and the possibility of Mr. Dawson's driveway being cut by the placement <br />of the sanitary sewer. Discussion was also carried on regarding the length of time <br />of the construction of the sanitary sewer project and restoration of the street. <br />Discussion was also carried on regarding the type of traffic that the funeral home <br />would generate. <br /> <br />Councilmember Gunkel indicated that she felt the proposed plan would blend in well <br />with the area and further indicated that in other cities, funeral homes are located <br />within a residential area. Councilmember Gunkel indicated that she felt it was an <br />appropriate use for the area and that Mr. Markham is not proposing anything unusual. <br /> <br />Discussion was also carried on regarding water drainage problems in the area. <br />It was the consensus that the City's engineer review the water drainage problem 1n <br />the area, specifically, the water drainage problem on the Marv Dawson property. <br /> <br />Council member Schuldt indicated that he felt a funeral home does not belong in a <br />residential area and therefore, would not vote for the conditional use permit. <br />
