Park Ballfield Construction <br /> <br />The City Administrator indicated that the construction of the ballfields <br />is moving along as scheduled. The Ciyt's Street Superintendent, Mr. <br />Phil Hals. indicated that class 5 will be brought in for the infield <br />followed by the installation of the fencing and the irregation system, <br />and seeding in August. Mayor Hinkle complimented Mr. Phil Hals on his <br />work in the construction of the ballfields. <br /> <br />E. Lions Park <br /> <br />The City Administrator indicated that the City.has closed on.the <br />purchase of the park property and has submitted an application for <br />a Lawcon grant in the amount of $100,000 to construct trails and <br />parking lots. <br /> <br />F. Municipal Facilities <br /> <br />The City Administrator indicated that he received a quote of $1,500 <br />from one appraisal firm to appraise the City Hall property. The City <br />Administrator further indicated that Mr. Ty Bischoff, the County <br />Assessor, indicated that he would be interested in doing an appraisal <br />of the City <Hall property. The City Administrator further indicated <br />that an appraisal by Mr. Ty Bischoff would be a Sherburne County view <br />of the property without a lot of commercial development influence. <br /> <br />Councilmember Duitsman questioned how the appraisal would be used. <br />The City Administrator indicated that the appraisaL could help the <br />City Council, the City staff, and the Citizens Advisory Committee <br />determine whether the property was saleable or if it would be more <br />worthwhile to keep the property and locate the municipal facility at <br />the present site. It was the consensus to request Mr. Ty Bischoff to <br />submitt a quote to the City for the cost of an appraisal and a time <br />schedule. <br /> <br />G. Sanitary Sewer Line <br /> <br />The City Administrator indicated that the City is considering construction <br />of a bypass sanitary d~wer line from 5th Street to Main Street, in <br />the City's Capital Improvement Program. The City Administrator further <br />indicated that the City's Wastewater Treatment Plant Supervisor feels <br />the bypass should be constructed sooner than proposed in the Capital <br />Improvement Program of 1985, as development along School Street and <br />the Bud Houlton property would create more flow than the line could handle. <br />The City Administrator indicated that there already has been backup <br />problems on 5th Street; therefore, it is recommended that the City Council <br />authorize a feasibility study to implement the process of the project <br />and address the cost of the project. <br /> <br />COUNCILMEMBERGUNKEL MOVED TO AUTHORIZE A FEASIBILITY STUDY FOR THE <br />CONSTRUCTION OF.A BYPASS SANITARY . SEWER LINE FROM 5TH STREET TO MAIN <br />STREET. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED <br />4-0. <br /> <br />
