Speed Zone - Highway #10 <br /> <br />The City Administrator indicated that Mn/Dot will be doing a speed <br />study along Highway #10 in the vicinity of Proctor Avenue in relation <br />to the installation of a signal at Highway #10 and Proctor. <br /> <br />I. Liquor Store Employee <br /> <br />The City Administrator" indicated that a liquor store employee, Mr. <br />Greg Jackman, has been caught stealing money and store items, therefore, <br />it is recommended that the City Council terminate his employment. The <br />City Administrator indicated that a letter has been sent to Mr. Jackman <br />indicating his suspension and right to a hearing. The City Administrator <br />further indicated that the City has not had any response from Mr. <br />Jacktpan. <br /> <br />COUNQ:ILMEMBERDUITSMAN MOVED TO AUTHORIZE TERMINATION OF MR. GREG <br />JACKItfAN AS AN EMPLOYEE OF THE CITY OF ELK RIVER. COUNCILMEMBER <br />ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />J. Tot ~ark and Public Hearing Letters <br /> <br />Councilmember Gunkel indicated that Tot Park has not been mowed and <br />furtq.er indicated that she has contacted Mr. Dave Bleyhl regarding <br />maintenance of the park again this year. Councilmember Gunkel indicated <br />thatlMr. Bleyhl indicated that in order to do a good job with Tot Park, <br />he n~eds a weed cutter to cut around the various pieces of play equipment <br />in tIle park. Councilmember Gunkel indicated that she has a neighbor that has <br />two J?oys that would be interested in maintaining the park. The City <br />Admi4istrator indicated that he has again asked the City's attorney, <br />DavelSellergren, to determine if there is a way to get rid of Tot Park. <br />It w4s the consensus of the City Council to wait for the City Attorney's <br />opinton rega:ding the Tot P~rk and if t ~h~uldremain.City property, <br />befolfe the C1ty contracts w1th a local c1t1zen for ma1ntenance. <br /> <br />Councilmember Gunkel indicated that she would like a copy of the public <br />hearing notice letters that go to the residents in order to be informed <br />of t~e subjcet. <br /> <br />K. <br /> <br />Counqilmember Gunkel questioned the development of the Prairie House <br />rest4urant. The City Administrator indicated that the Prairie House <br />rest4urant proposal did not have to come to the City Council for approval <br />and tfhe developers are in the process of proceeding with their development. <br /> <br />R-Ra#ed Movies <br /> <br />CounJilmember Engstrom indicated that he has received complaints <br />rega~ding young people allowed into the theater -whenR-rated movies are <br />showq. After some general discussion, it was the consensus of the <br />City ICouncil that the City Council could not legislate morality or <br />enforce that type of legislation. <br />
