<br /> <br /> <br /> <br />City Council Minutes <br />June 4; 1984 <br />P age Two <br /> <br />property approximately a week ago, it was determined that there were some <br />moisture problems, some outside work that had not been completed and some <br />deterioration of the buildings , therefore, he depreciated the value five <br />percent and recommends a reduction in the appraised value to $52,700. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO ACCEPT THE RECOMMENDATION OF THE COUNTY <br />ASSESSOR'S OFFICE FOR THE GOODFELLOW PROPERTY IN THE CAMP COZY ADDITION <br />TO $52,700. COUNCILMEMBER DUITSMAN SECONDED THE MOTION. THE MOTION <br />PASSED 4-0. <br /> <br />Mayor Hinkle indicated that Mr. and Mrs. Temple have requested a re- <br />assessment of their property in the Lundgren Home Addition. Mr. Jerry <br />Kritzeck of the County Assessor's office indicated that he inspected <br />the Temple property and found that the size of the bedrooms were much <br />smaller than would be expected for that size house and therefore, lowered <br />the grade of house for determining assessed value. Mr. Kritzeck further <br />indicated that the knotholes in the outside siding were falling out <br />and that birds were getting inside of the sheeting. Mr. Kritzeck indicated <br />that he recommended the assessed value change from $89,300 to $78,600. <br /> <br />COUNCILMEMBERDUITSMAN MOVED TO ACCEPT THE COUNTY ASSESSOR'S RECOMMENDATION <br />FOR THE TEMPLE PROPERTY IN THE LUNDGREN HOME ADDITION TO BE ASSESSED AT A <br />VALUE OF $78,600. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE <br />MOTION PASSED 4-0. <br /> <br />6. Signal Agreement Between Mn/Dot and the City of Elk River for Highway <br />#169 and Main Street Signal <br /> <br />The City Administrator indicated that the agreement between Mn/Dot and <br />the City of Elk River is for the installation of a signal light and the <br />associated turn lanes at Highway 4/:169 and Main Street. The City Admin- <br />istrator indicated that the City is in the process of getting the pre- <br />liminary engineering and design work fees paid through MSA funds. <br /> <br />Mr. John Gilbertson, Engineer with Consulting Engineers Diversified, <br />indicated that the Main Street project and the signal light project would <br />be combined and all engineering costs would be submitted for reimbursement <br />through the MSA funds. Mr.. Gilbertson indicated that the State engineer <br />indicated thatMSA would pick up the additional preliminary engineering <br />costs. Mr. Gilbertson indicated that when there is a split project such <br />as the Main Street project, it does cause some confusion as the State <br />does not generally use consultants. The City Administrator indicated <br />that in order to get the signal light at #169 and Main Street, it was <br />necessary that the City of Elk River split the engineering project with <br />the State of Minnesota. The City Administrator further indicated that <br />the State will do all of the engineering for the Highway #10 and Proctor <br />signal and the City will just pay their share of each project. <br /> <br />The City Administrator indicated that the City's attorney has reviewed the <br />agreement and does not have a problem with the agreement. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO ADOPT RESOLUTION 84-7, A RESOLUTION <br />AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO ENTER INTO AN AGREEMENT <br /> <br />
