<br />"..- <br /> <br />. <br /> <br />. <br /> <br /> <br />City Council Minutes <br />May 7, 1984 <br />Page Six <br /> <br />The Building and Zoning Administrator indicated that' he did realize the problems <br />that Ms. Eckdahl and Ms. IKreuser have in finding a suitable location for a <br />preschool and daycare fa4ility, but his primary concern is the safety of the <br />children and he did not ~eel the proposed location would be compatible with the <br />other uses currently in ~he area. <br /> <br />Mayor Hinkle indicated tbat he could not deny the need for a preschool and <br />daycare facility in the qity of Elk River and further indicated that the <br />City of Chaska has a dayriare center in an industrial zone. <br /> <br />Discussion was carried 0* regarding the use in the lower :'level of the proposed <br />building for the daycarelfacility. Councilmember Gunkel indicated that she felt <br />daycare and preschool fa~ilities should be allowed in a C-3B zone, as they are <br />already allowed as a conditional use in a C-l and C-2 zone. <br />I <br /> <br />Discussion was carried o~ regarding .a lease agreement between Ms. Eckdahl and Ms. <br />Kreuser and the current qwners with regard to the type of uses that would be <br />housed in the lower level of the building. <br />I <br /> <br />Councilmember Duitsman i~dicated that he felt there was a need for a preschool <br />and daycare facility in ~he City of Elk River, and i~ the City could address the <br />safety standards, he coufd see no reason to turn down the request. <br /> <br />Discussion was carried o~ regarding the truck traffic in the area and the possibile <br />liability to the City. <br /> <br />I <br /> <br />Councilmember Schuldt indicated that he also felt th~re was a need for this type <br />of facility in the City ~f Elk River, but felt the p~oposed location was not the <br />place for this type of f~cility. Councilmember Schuldt indicated he was concerned <br />about the use of the lowkr level of the building, as! the building has traditionally <br />I <br />been an industrial building. Councilmember Schuldt indicated that he has concerns <br />about using industrial z~ning for non-industrial use. <br /> <br />COUNCILMEMBER GUNKEL MOVE!D TO APPROVE AN ORDINANCE AMENDMENT REQUES T TO ALLOW <br />PRESCHOOL AND DAYCARE FA~ILITIES IN THE C-3B ZONE AS' A CONDITIONAL USE. <br />COUNCILMEMBER DUITSMAN S~CONDED THE MOTION. Robert Madden Transien i herchant License Riequest - Public Hearing <br /> <br />Councilmember Gunkel i d:l.cated that Mr. Robert Madden of 8332 Needham Street in <br />Otsego Township has re uested a transient merchant ~icense to sell flowers on <br />Northbound Liquor Stor property, on or near holida~s and atl other infrequent <br />intervals during the yE!ar. ! <br /> <br />Discussion was carried on regarding the use of City 'owned property. Mr. Madden <br />indicated that he has ~old flowers at that particular location in previous years <br />based upon approval bylthe Liquor Store Manager.
