<br /> <br /> <br /> <br />City Council Minutes <br />April 16, 1984 <br />Page Nine <br /> <br />General discussion was carried on regarding areas that need removal of the <br />sidewalk and other areas that could be repaired. Discussion was also carried <br />on regarding the replacement of asphalt versus concrete. <br /> <br />It was the consensus of the City Council to review in depth the possibility <br />of replacement with asphalt and to discuss the sidewalk repair program at <br />length in a committee meeting. <br /> <br />15. Orono Park Ballfield Construction <br /> <br />The City Administrator indicated that the design of the softball fields on the <br />recently purchased 11.1 acres of property from the Gospodars shows a four <br />field complex in a wagon wheel design with bleechers and drinking fountain <br />located at the central access of the wheel. The City Administrator indicated <br />that the design includes permanent chain link fencing in the outfield, and <br />along the first and third base lines from home plate to first and third base. <br />The City Administrator further indicated that the design has been reviewed <br />by the various softball leagues and associations with the only comment that <br />the design include a warning track for player safety. <br /> <br />The City Administrator indicated that the City Council should address the <br />unbudgeted expenses that would be incurred with the construction of the ball- <br />fields. The City Administrator indicated that the unbudgeted expenses include <br />seeding, construction of the irrigation system, permanent outfield fencing and <br />baseline fencing, bleechers, and asphalt. The City Administrator further <br />indicated that at the present time the City expects to receive between $6,000 <br />and $8,000 from the various leagues toward the construction of the complex <br />which would leave approximately $16,000 to $18,000 unbudgeted. The City <br />Administrator indicated that the bleechers and asphalt could wait for later <br />years. The City Administrator further indicated that the City could obtain the <br />unbudgeted cost from the City's park dedication fund. <br /> <br />General discussion was carried on regarding the Street Department's plan for <br />the construction of the ballfields. Discussion was also carried on regarding <br />the league fees and the amount per team or per person that would be paid toward <br />the construction of the ballfield complex. The City Administrator indicated <br />that the women's softball leagues and the men's fast pitch softball leagues <br />use the fields approximately half as much as the men's slow pitch softball <br />leagues. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO ESTABLISH THE LEAGUE FEES AT $20.00 PER <br />PERSON OR $300 PER TEAM FOR THE MEN'S SLOW PITCH AND $10.00 PER PERSON OR <br />$150.00 PER TEAM FOR THE WOMEN'S SOFTBALL LEAGUE AND THE MEN'S FAST PITCH <br />LEAGUE. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO AUTHORIZE THE CITY STAFF TO PROCEED WITH THE <br />CONSTRUCTION OF THE BALLFIELD COMPLEX AND TO USE THE CITY'S PARK DEDICATION <br />FUND FOR THE UNBUDGETED EXPENSES. COUNCILMEMBER SCHULDT SECONDED THE MOTION. <br />THE MOTION PASSED 3~0. <br /> <br />16. Purchase of Public Works Equipment <br /> <br />Mayor Hinkle indicated that the equipment as discussed in the 1984 budget <br />discussions for the Street Department, are a hydraulic jackhammer, a half ton <br /> <br />
