<br /> <br /> <br /> <br />City Council Minutes <br />April 16, 1984 <br />Page Eight <br /> <br />Mayor Hinkle indicated that the City Council could approve the plans and <br />specifications, order the bids and set the public hearing date. Mayor Hinkle <br />further indicated that the City Council could address the relocation of the <br />utility pole after investigation by the City's Engineer. <br /> <br />Discussion was carried on regarding compensation for easements. The City <br />Administrator indicated that should the City Council decide to give a reason- <br />able compensation for easement, that procedure should continue iniother <br />projects in the City of Elk River. The City Administrator further indicated <br />that Mr. Gilber!t:son, the City's Engineer would discuss with the Utilities, <br />the problem of the utility pole at the corner of Main Street and Gates Avenue. <br /> <br />Mr. John Gilbertson indicated that the East Main Street Project would end just <br />short of Railroad Drive and the balance of Main Street to Highway #10 will be <br />included in the Highway ttlo project now porposed for 1985. Mr. Gilbertson <br />further indicated. that the signal light at 169 is a separate contract from the <br />Main Street Improvement Project. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE FINAL PLANS AND SPECFICIATIONS <br />FOR THE EAST MAIN STREET MSA PROJECT, TO ORDER THE BIDS FOR THE PROJECT, AND <br />TO SET MAY 14, 1984, AS THE PUBLIC HEARING DATE FOR THE EAST MAIN STREET <br />IMPROVEMENT PROJECT. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION <br />PASSED 3-0. <br /> <br />14. Sidewalk Repair Program <br /> <br />Councilmember Schuldt indicated that he has asked the City Staff to prepare an <br />inventory of the sidewalks within the City of Elk River that needed replacement <br />or repair. Councilmember Schuldt indicated that many of these sidewalks have <br />been broken up by tree roots or other causes and can pose a possible hazard <br />to pedestrians. Councilmember Schuldt further indicated that some of the side- <br />walks that need repair or replacement are along MSA roads and could be re- <br />placed at the time of the MSA improvement. Councilmember Schuldt further <br />indicated that he would like the City Council to adopt a program for replacement <br />or repair of sidewalks other than those bordering MSA roads. Councilmember <br />Schuldt further indicated that the City Council would have to also determine <br />how the costs for repair or replacement would be paid. <br /> <br />General discussion was carried on regarding the cost of repair or replacement <br />of sidewalks. Mr. Phil Hals, the City Street Superintendent indicated that <br />local contractors have a problem preparing a cost estimate with so much unknown, <br />for example, the tree roots and removal costs. Mr. Hals indicated that the <br />contractors felt if the City would do the removal of the current sidewalk and <br />tree roots, they could give an estimate for the replacement. Mr. Hals indicated <br />that if all the sidewalk that was of substandard condition were replaced, it <br />would be approximately 4,700 lineal feet. Mr. Hals further indicated that there <br />is approximately 1,600 lineal feet of critical sidewalk. Mr. Hals indicated <br />that the ballpark figure for concrete replacement if the City does the removal, <br />is approximately $10 per lineal foot. Mr. Hals further indicated that if the <br />City would choose another means of repairing the sidewalks, which could involve <br />bituminous, the installation of asphalt would be approximately $.50 per square <br />foot, for the material. <br />
