<br /> <br /> <br /> <br />City Council Minutes <br />April l6~ 1.984 <br />Page ':three <br /> <br />American Legion presented a rough drawing of the proposed addition, showing the <br />tentative location of the addition and the possible layout for parking spaces. <br />Counci1.memper Gunkel indicated that the Planning Commission reviewed the con- <br />ditional use request and expressed their concern regarding the number of parking <br />spaces provided and the traffic patterns for ingress and egress in the parking <br />area. Councilmember Gunkel further indicated that the Planning Commission <br />expressed concerns regarding landscaping and green space. Councilmember Gunkel <br />indicated that it is recommended that the public hearing be continued until such <br />time as the American Legion can submit a final plat for their addition which would <br />include traffic patterns and landscaping. <br /> <br />Mr. John Pearce, representative of the Planning Commission, indicated that the <br />property between the Legion Club and the City street is owned by the City and <br />that it was his recommendation that the City would give it to the Legion to <br />maintain. <br /> <br />The City Administrator indicated that it would not be necessary to give the City <br />property to the Legion Club but that it could be considered boulevard and be <br />maintained as a boulevard. The City Administrator indicated that a curb along <br />the edge of the street would be part of the Main Street project. <br /> <br />General discussion was carried on regarding the curb of the Main Street project <br />and the consideration of the green space between the curb and the American Legion <br />parking lot. <br /> <br />Mr. Rick Breezee, BUildin. g and Zoning Administrator, indica~ed that the American <br />Legion would have to obtain additional parking spaces, either with Hagen's Super <br />Valu or perhaps the Burlington Northern Railroad. Mr. Breezee further indicated <br />that Mr. Zack Johnson indicated that the Legion could have a written agreement <br />with the owner of the parking space property and it could be a part of the <br />abstract. Mr. Breezee further indicated that it is difficult to determine the <br />exact amount of additional parking spaces needed until a formal plan has been <br />submitted to the City. Mr. Breezee further indicated that the amount of parking <br />spaces required is determined by the occupancy load of a building. <br /> <br />Further discussion was carried on regarding the need for a final drawing to address <br />parking spaces and landscaping. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO CONTINUE THE PUBLIC HEARING FOR A CONDITIONAL USE <br />PERMIT REQUESTED BY THE AMERICAN LEGION UNTIL SUCH TIME AS A FINAL PLAN IS SUB- <br />MITTED, ALONG WITH A LETTER OF INTENT FROM HAGENS FOR ADDITIONAL PARKING SPACES. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />8. Knox Conditional Use Permit Request - Public Hearing <br /> <br />Councilmember Engstrom indicated that Mr. Gregory Knox of 16931 Willomite Street, <br />Anoka, has requested a conditional use permit to allow for the construction of a <br />metal-skinned agricultural pole barn in Greenhead Acres 2nd Addition. Council- <br />member Engstrom further indicated that Mr. Knox's request is to allow for the <br />construction of a 24 foot by 40 foot metal-skinned pble barn to house horses. <br />Councilmember Engstrom indicated that the Planning Commission approved the con- <br />ditional use permit with the following restrictions: <br /> <br />
