<br /> <br /> <br /> <br />City Council Minutes <br />April 16, 1984 <br />Page 'l'wo <br /> <br /> <br />Mr;Ken Case, representing the Elk River Softball Slow Pitch League, indicated <br />that they felt Mr. Lee Gamm could run the concession stands properly and that, <br />as president of the league, he supported the issuance of an on sale 3.2 beer <br />license to Mr. Lee Gamm, representing Elk River Meats Softball team. <br /> <br />Further discussion was carried on regarding insurance requirements and the <br />scheduling of tournaments. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE A TEMPORARY 3.2 ON SALE BEER LICENSE FOR <br />MR. LEE GAMM, REPRESENTING ELK RIVER MEATS SOFTBALL TEAM. COUNCILMEMBER ENGSTROM <br />SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />6. Gospodor Final Plat and Developer's Agreement <br /> <br />The City Administrator indicated that the Gospodors have submitted their final <br />plat, known as Gospodor's Orono Lake Addition, and the developers agreement for <br />Council approval. The City Administrator indicated that the City's Building and <br />Zoning Administrator and the City's Attorney have reviewed the final plat and <br />found it to be in conformance with the terms agreed upon with Mr. Gospodor in <br />the City's negotiations. The City Administrator indicated that the final plat <br />shows the existing Orono Road as well as right-of-way dedication for a relocation <br />of Orono Road at some point in the future. The City Administrator indicated that <br />the final plat and developer's agreement is a part of an overall agreement with <br />Mr. Gospodor and his attorney involving the property sale to Elk River and Sherburne <br />County. The City Administrator indicated that the developer's agreement deals <br />with a number of things, specifically, the relocation of Orono Road at some point <br />in the future and then the future subdivision of the lake lots. <br /> <br />Mr. Grady Boeck representing the Gospodors, indicated that when the new road is <br />built and the sanitary sewer is put in, the developers would then subdivide the <br />lake lots and as proposed, the lake lots would then meet the City's ordinance and <br />the setback requirements. <br /> <br />The City Administrator indicated that the City Street Superintendent is in the <br />process of negotiating an easement to place an irrigation system from Lake Orono <br />to the softball fields. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE FINAL PLAT OF GOSPODORS ORONO LAKE <br />ADDITION AND THE DEVELOPER'S AGREEMENT. COUNCILMEMBER SCHULDT SECONDED THE <br />MOTION. THE MOTION PASSED 3-0. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO GRANT THE MAYOR AND THE CITY ADMINISTRATOR THE <br />AUTHORITY TO COMPLETE THE ACQUISITION OF THE 11 ACRES DESCRIBED AS LOT 1, BLOCK <br />3, FROM MR. GOSPODOR. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION <br />PASSED 3-0. <br /> <br />7.
