Temporary On-Sale Beer License for Elk River Meats Sof ball Association

Mayor Hinkle indicated that Mr. Lee Gamm of 1811 Main Street, representing Elk
River Meats, is requesting a temporary on-sale 3.2 bee license from April 20,
1984 through October 20th to operate the concession st nd for the softball
season.

Councilmember Gunkel indicated that last year, an indi idual applying for a
temporary on-sale beer license was denied because that individual did not meet the
requirements of a bona fide club or non-profit organiz tion. Councilmember Gunkel
indicated that, therefore, the Softball Association was issued the on-sale license.

The City Administrator indicated that last year, Reggie of Reggie's Pennant Bar
was the sponsor of a softball team as well as the operator of the concession
stands. The City Administrator indicated that the license was issued to the
Softball Association, under the insurance of Reggie's Pennant Bar.

Councilmember Engstrom indicated that he did not have a problem with the license
request by Mr. Garnm representing Elk River Meats Softball Team.

Councilmember Schuldt questioned the issue of a softball team meeting the non-
profit organization criteria.

Mr. Lee Garnm indicated that the profits will go into the cost of the operation
of the concession stand and any additional profits would be put back into the
fields.

Discussion was carried on regarding the non-profit organization criteria.
