<br /> <br /> <br /> <br />City Council Minutes <br />NQvembe~ 14~ 1283 <br />Page Two <br /> <br />Council and the proposed mil rate based on the 1983 valuation. <br />Administrator indicated that 1984's certificate of indebtedness <br />added with the intent that the City would be bonding for street <br />and paying for the squad cars out of the general fund. <br /> <br />The City <br />has been <br />equipment <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO ADOPT RESOLUTION 83-22 AUTHORIZING THE <br />TAX LEVIES FOR CALENDAR YEAR 1983. COUNCILMEMBER ENGSTROM SECONDED THE <br />MOTION. THE MOTION PASSED 4-0. <br /> <br />General discussion was carried on regarding the Building Inspection Department <br />Assisstant, and the Economic Development Coordinator as proposed in the City's <br />1984 budget. The City Administrator indicated that the City's Building and <br />Zoning Administrator can provide the necessary inspections as required but <br />the zoning needs of the City are no.t accomplished as required with the <br />current available staff. The City Administrator indicated that the City's <br />Building and Zoning Administrator would prefer to do the zoning kinds of <br />needs of the City rather than higher a consultant to accomplish those needs. <br />Further d~cussion was carried on regarding the proposed position and the <br />duties of that position. <br /> <br />It was the consensus of the City Council that the City Council wanted the <br />Zoning Ordinances enforced. <br /> <br />Discussion was also carried on regarding the Economic Development Coordinator <br />proposed in the City's 1984 budget. Mayor Hinkle indicated that he felt <br />it was perhaps premature for an Economic Development Coordinator at this <br />time. <br /> <br />Councilmember Gunkel indicated that she felt an Economic Development <br />Coordinator should be considered after the City has accomplished the tasks <br />required for the Star Cities designation and has got some handle on what <br />would be required of an Economic Development Coordinator. <br /> <br />It was the consensus of the City Council that the $15,000 designated for <br />an Economic Development Coordinator be taken out of the 1984 City Budget. <br /> <br />Further discussion was carried on regarding th~ Chamber of Commerce and their <br />contribution to an Economic Development Coordinator position. <br /> <br />6. Lion's Park, Houlton Bog Agreement <br /> <br />The City Administrator reviewed the Houlton Park gift agreement as ~evised and <br />recommended by the City's Attorney for the City Council. The City Administrator <br />also reviewed a resolution authorizing the execution of the Houlton Park Gift <br />Agreement and the purchase of additional land for park development. <br /> <br />It was the consensus of the City Council that the Houlton Park Gift Agreement <br />as drafted by the City's Attorney, Dave Sellergren, was acceptable and should <br />be executed by the Mayor and City Administrator on behalf of the City of Elk <br />River. <br /> <br />It was the consensus of the City Council that the resolution, as amended by the <br />City Administrator, would also be acceptable and approved by the City Council. <br />
