The meeting was called to order at 7: 0 p.m. ~or Mayor Hinkle. <br /> <br />2. Agenda <br /> <br />~ <br />COUNCILMEMBER SCHULDT MOVED TO APPROV THE NOVEMBER 14,,1983 CITY COUNCIL AGENDA. <br />COUNCILMEMBER DUITSMAN SECONDED THE M TION. THE MOTION pASSED 4-0. <br /> <br />3. Assessment of Sewer Interce tor hooku charges - Public Hearing <br /> <br />Mayor Hinkle opened the public hearin. No one appeared for or against the sewer <br />interceptor hook-up charges. Mayor H nkle closed the public hearing. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPRO E THE ASSESSMENT ROLL FOR THE,1983 SEWER <br />CONNECTION FEES. COUNCILMEMBER ENGST OM SECONDED THE MOTION. THE MbTION PASSED <br />4-0. <br /> <br />4. Revenue Sharin Funds Budgeted Use/Pu lic Hearing <br /> <br />Mayor Hinkle opened the public hearin <br />use of revenue sharing funds for 1984 <br /> <br />No one appeared regarding the actual <br />Mayor Hinkle closed the public hearing. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO AUTHOR ZE THE USE OF THE 1984 REVENUE SHARING <br />FUNDS IN THE STREET DEPARTMENT. COUN ILMEMBER GUNKEL SECONDED THE MOTION. <br />THE MOTION PASSED 4-0. <br /> <br />5. 1984 Tax Levies <br /> <br />A. Urban/Rural Tax Ratio <br /> <br />Discussion was carried on regarding the boundaries of the urban and rural <br />taxing district and the current ratio of the urban and rural taxing district. <br />Discussion was also carried on regarding the impact on the rural and urban <br />properties should the ratio be eliminated. It was determined that there <br />would be an approximate 2 mil adjustment if the ratio were eliminated. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO CONTINUE THE RATIO BETWEEN THE URBAN AND <br />RURAL PROPERTIES AT A 5 TO 3 RATIO. COUNCILMEMBER ENGSTROM SECONDED THE <br />MOTION. THE MOTION PASSED 5-0 <br /> <br />,COUNCILMEMBER DUITSMAN MOVED TO LEAVE THE URBAN AND RURAL BOUNDARIES AS <br />THEY WERE IN 1983. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION <br />PASSED 4-0. <br /> <br />B. 1984 Tax Levies <br /> <br />The City Administrator indicated that Mr. Ty Bischoff has now indicated <br />that the City's valuation should remain approximately the same as 1983. <br />The City Administrator reviewed the proposed 1984 tax levy for the City <br /> <br />
