<br /> <br /> <br /> <br />City Council Minutes <br />July 18, 1983 <br />Page Si~ <br /> <br />Mr. David Plude indicated that his intent was to remodel the existing garage for <br />the use of theaatering service which will meet State Health inspection standards <br />and codes. Mr. Plude indicated that the remodeled garage will consist of the in- <br />stallation of coolers, ovens, sink and counters for food preparation for weddings, <br />banquets, etc. Mr. David Plude further indicated that he will build a garage for <br />his vehicle to meet the City's Ordinance requirement. Mr. David Plude further in- <br />dicated that there would not be any truck traffic and the food pick-up and delivery <br />would be done with his own vehicle. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE CONDITIONAL USE PERMIT FOR'A HOME OCCU- <br />PATION FOR MR. DAVID PLUDE AT 634 GATES AVENUE FOR A 2-YEAR PERIOD WITH THE FOLLOW- <br />ING CONDITIONS: <br /> <br />1. THAT MR. PLUDE APPLIES FOR A BUILDING PERMIT TO COMMENCE CONSTRUCTION ON A <br />GARAGE PRIOR TO BEGINNING THE OPERATION OF A CATERING SERVICE. <br /> <br />2. THAT MR. PLlJ.D.E;~S HOURS OF OPERATION BE ESTABLISHED AS OPERATING FROM 8:00 A.M. <br />TO 10:00 P.M. <br /> <br />3. THAT MR. PLUDE BE LIMITED TO EMPLOY NO MORE THAN TWO (2) NONRESIDENT INDIVIDUALS <br />IN HIS CATERING SERVICE OPERATION. <br /> <br />4. THAT MR. PLUDE COMPLY WITH THE NECESSARY CITY AND STATE HEALTH STANDARDS. <br /> <br />COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br /> <br />10. Britt Zone Change Request - Public Hearing <br /> <br />The City Administrator indicated that Mr. Donald Britt has requested a zone change <br />for the property located at 14061 Highway 10 from its current classification of <br />R-lb to C-3/Highway Commercial so that the property might be used as a consignment <br />sales building. The City Administrator indicated that the Planning Commission con- <br />sidered Mr. Britt's request and unanimously recommended that the City Council deny <br />the zone change as there was a concern of a spot zone. The City Administrator in- <br />dicated that. the City Staff finds that the request is inconsistent with the City's <br />land use plan and that a spot zone may be created. <br /> <br />Mr. John Talbot indicated thahis property was adjacent to the property in consid- <br />eration of the rezoning and further indicated that his property is included in the <br />legal description of the property. Mr. Talbot indicated that Mr. Britt did not <br />sign a quit claim deed for the property when purchased in 1978. Mr. Talbot indi- <br />cated that the property has been cleaned up and that he does not have a problem <br />with the possibility of a consignment sales operation. Mr. Talbot indicated that <br />he would want his property removed from the legaidescription describing the prop- <br />erty for rezoning. <br /> <br />Councilmember Engstrom indicated that he felt the commercial zone at that end of <br />the City was on the wrong side of the highway. Councilmember Enstrom further indi- <br />cated that the Britt property might be the right side for a commercial area as the <br />
