<br /> <br />City Council Minute$ <br />July 18, 1983 <br />Page Four <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE ZONE CHANGE REQUEST BY MR. TONY JARMOLUK <br />FOR THE PROPERTY AT 1547 MAIN STREET FROM AN R-l/SINGLE FAMILY CLASSIFICATION TO <br />AN R-2/TWO FAMILY CLASSIFICATION. COUNCILMEMBER SCHULDT SECONDED THE MOTION. <br />THE MOTION PASSED 4-0. <br /> <br />7. Warren Administrative Subdivision Requst- Public Hearing <br /> <br />The City Administrator indicated that Mr. Richard Warren has requested an admini- <br />strative subdivision for the property located on Tyler Street in the City of Elk <br />River. The City Administrator further indicated that Mr. Warren's request is to <br />split ac2~ acre piece of property from an 8.3 acre parcel. The City Administrator <br />indicated that Mr. Warren's request meets the necessary requirements for l~t size <br />including lot width as well as necessary setbacks from property line and other <br />adjacent buildings. The City Administrator further indicated that there was a <br />draingage problem with the property across the street on Tyler and that this would <br />be the proper time to consider a drainage easement. The City Administrator indi- <br />cated that a culvert will have to be placed to drain the property to the north and <br />an easement will have to be obtained. The City Administrator indicated that Mr. <br />Warren's grandmother has indicated that she will grant the easement on her property. <br /> <br />Discussion was carried on regarding the consideration of the drainage easement at <br />the time of the administrative subdivision. The City Administrator indicated that <br />in the formal platting process, drainage easements are considered and that the <br />administrative subdivision is a simpler method than the formal platting process <br />but must be looked at as a platting process. <br /> <br />Mr. Ray Warren, owner of the property to the north of the administrative subidivision, <br />indicated that he did not have a problem with the drainage easement, and just wanted <br />to make sure that the water did not remain on his property. <br /> <br />Mr. Art Baufield indicated that he had a water problem on his property on Tyler <br />Street. <br /> <br />It was the consensus of the City Council that the Street:Superintendent and the <br />City Building and Zoning Administrator review the water problem on Mr. Baufield's <br />property. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION REQUEST BY <br />MR. RICHARD WARREN FOR THE PROPERTY LOCATED ON TYLER STREET WITH THE CONDITION <br />OF THE CITY OBTAINING PROPERTY DRAINAGE EASEMENTS TO DRAIN THE PROPERTY TO THE <br />NORTH AND ON PAST THE WARREN PROPERTY. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. <br />THE MOTION PASSED 4-0. <br /> <br />8. Cowles Request for Zone Change - Public Hearing <br /> <br />The City Administrator indicated that Mr. George Cowles has requested a zone change <br />for a building and the property he owns at 15560 Cleveland Street, from it existing <br />classification of I-l/Light Industrial to C-3/Highway Commercial. The City Admin- <br />istrator indicated that the Planning Commission considered Mr. Cowles request, and <br />
