<br /> <br />City Council Minutes <br />July 18, 1983 <br />Page Two <br /> <br />Mr. Piwowar reques ted the City Council to allow him to amend his rezoning re- <br />quest to an R-2 zone for the Hesley House property and the balance of the prop- <br />erty to an R-3 zone. The City Administrator indicated that an application would <br />have to be reapplied for to change the zone request. Mr. Piwowar indicated that <br />the Planning Commission had indicated than an R-2 zone might be more consistent <br />with the area and that they might consider a future zone request of an R-2 zone. <br /> <br />Planning Commissioner Tralle indicated that the R-2 zone came as a sort of a <br />compromise between the Planning Commission and the people in the area. Commis- <br />sioner Tralle indicated that the Planning Commission was sensitive to the citizen's <br />objection to the R-3 zone. <br /> <br />Councilmember Schuldt indicated that he is very familiar with the neighborhood, <br />and understood the neighborhood's objection to an R-3 zone. Councilmember Schuldt <br />further indicated that he felt an R-2 Zone would be more compatible with the <br />single family residences in the area. Councilmember Schuldt indicated that <br />at the time of Mr. Piwowar's application, he was advised to request an R~2 zone <br />change rather than an R-3 zone change, and that he would have to go through the <br />process to request the R-2 zone change. <br /> <br />Mr. Tim Johnson indicated that he had some problems with the zone change process, <br />as he felt the people in the area do not have any idea as to what is being planned <br />for a particular property in a zone change request. <br /> <br />The City Administrator indicated that the specific plans for the property are dealt <br />with through the Building and Zoning Department and that the City Council must look <br />at the land use regarding the zone change, and not what is proposed for the prop- <br />erty. <br /> <br />Mayor Hinkle indicated that a zone change is with the property and nbt the owner <br />and the owner's plans for the property. <br /> <br />Mr. Jim ~homas expressed his opposition of the R-3 and R-2 zone request for the <br />area. Mr. Thomas indicated that the people in the area wanted the area to remain <br />R-lc/Single Family zone. <br /> <br />Mr. Ray Zachman expressed his opposition to the R-2 zone, and further expressed his <br />concern of the decrease of value of his property should the property become zoned <br />R-3 or R-2. <br /> <br />Discussion was carried on regarding the number of buildings that could be placed <br />on the property. Discussion was also carried on regarding the number of acres and <br />the number of units that could be placed on an acre of property in an R-2 zone. <br /> <br />Ms. Mary Beck indicated that she had looked at other communities with double housing <br />areas and found that she could live with double housing, duplexes or double bungalows <br />in the area. Further discussion was carried on regarding double bungalows versus 12- <br />unit apartment buildings, and the care, and upkeep of double bungalows versus pri- <br />vate, single family homes. <br />
