Resolution Pertaining to Street Standards and Policies <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO POSTPONE RESOLUTION 83-~~ A RESOLUTION ESTAB- <br />LISHING ROAD STANDARDS AND ROAD MAINTENANCE POLICIES UNTIL THE NEXT SCHEDULED <br />CITY COUNCIL MEETING. COUNCILMEMBER DUITSMAN SECONDED THE MOTION. THE MOTION <br />PASSED 4-0. <br /> <br />12. Letter to PCA Regarding Landfill <br /> <br />The City Administrator indicated that he would like any additional comments from <br />the City Council to a letter to be sent to the Pollution Control Agency for in- <br />corporation in their permit for the Elk River Landfill. <br /> <br />COUNCILMEMBERDUITSMAN MOVED TO AUTHORIZE THE CITY ADMINISTRATOR TO SEND A <br />LETTER TO THE POLLUTION CONTROL AGENCY. COUNCILMEMBER ENGSTROM SECONDED THE <br />MOTION. THE MOTION PASSED 4-0. <br /> <br />13. Gates and Main Street Improvement Projects <br /> <br />The City Administrator indicated that he had met with the developers of the <br />Barthel Planned Unit Development to review the Council's concerns and the <br />concept of proceeding with the improvements to the Gates Avenue Project, and <br />further indicated that the Developer's response was positive and enthusiastic. <br />The City Administrator indicated that Mr. Ken Barthel had indicated that he <br />did not see a problem with the other concerned parties regarding the proceeding <br />with the improvements of the Gates Avenue Project. <br /> <br />General discussion was carried on regarding the cost of the project and how <br />the cost would be assessed. <br /> <br />Councilmember Gunkel questioned the water line along School Street and the <br />portion of MSA funds used for the upper portion of the improvement of Gates <br />Avenue. <br /> <br />Councilmember Duitsman indicated that he was in favor of the project, and further <br />indicated that Mr. George Dietz had expressed his concern of the City placing <br />a temporary holding pond on his property. <br /> <br />Discussion was carried on regarding the storm drainage project and the Gates <br />Avenue and Main Street Project. Mr. Terry Maurer of Consulting Engineers <br />Diversified, indicated that the City could lose some MSA Funds if the north <br />part of the Gates Avenue Project was not completed. The City Administrator <br />indicated that it was recommended that the City Council consider formal action <br />regarding the Gates Avenue Improvement Project, and the Main Street Improvement <br />Project at the July 5th City Council Meeting. <br /> <br />It was the consensus of the City Council to take formal action on the Gates <br />Avenue Improvement project and the Main Street Improvement Project at the July <br />5th City Council Meeting. <br /> <br />14. Santwire Variance from State Fire Code <br /> <br />Mr. Rick Breezee, City Building and Zoning Official indicated that a dance studio <br />wanted to locate in Mr. Santwire's building on Third Street, and in order to have <br />
