<br /> <br /> <br /> <br />City Council Minutes <br />June 20, 1983 <br />Page Eight <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE REZONING OF THE AREA NORTH OF <br />HIGHWAY 10 FROM JACKSON TO GATES, SOUTH OF THIRD STREET FROM C-1 TO C-4 ZONE <br />IN CONJUNCTION WITH THE HRA REDEVELOPMENT PLAN. COUNCILMEMBER ENGSTROM SECONDED <br />THE MOTION. THE MOTION PASSED 5-0. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE REZONE OF THE APARTMENT BUILDING <br />BEHIND THE LIQUOR STORE FROM AN R-1c ZONE TO AN R-4 ZONE. COUNCILMEMBER <br />DUITSMAN SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />Senator Chuck Davis indicated that he chaired the Senate Committee on Land Use <br />and was present at the Council meeting to witness first hand, the local govern- <br />ment processes in rezoning. The Elk River City Council thanked Senator Davis <br />for his support and work in the gravel tax bill that was passed in May 1983 <br />State Legislature. <br /> <br />10. Computer Acquisition <br /> <br />Counci1member Duitsman indicated that he estimated the cost of a computer over the <br />next five year period to be approximately $20,000 per year. Counci1member Duitsman <br />further indicated that he believed a computer could provide a benefit to the City <br />of Elk River, specifically an address system for all parcels of property within <br />the City of Elk River. Counci1member Duitsman indicated that he felt the finan- <br />cial system presently used was adequate, but this also could be put on computer. <br />Counci1member Duitsman further indicated that he felt that Texas Instruments, or <br />the IBM, and the various software for those specific hardwares would do the job <br />the City required. <br /> <br />General discussion was carried on regarding the cost of a computer and the <br />capability of saving money over a period of time. Counci1member Duitsman <br />indicated that he felt the City Council must be prepared to have an on-going <br />expense if the implementation of a computer system is approved. <br /> <br />Counci1member Gunkel indicated that with the continued growth of the City of <br />Elk River, more help will be required, and that a computer should satisfy those <br />growth needs. Counci1member Gunkel indicated that she felt a computer could <br />provide more accurate, timely information. Counci1member Gunkel also indicated <br />her concern of purchasing the cheapest computer versus a computer that will <br />satisfy the needs of the City of Elk River. Counci1member Gunkel further indicated <br />that in the purchasing of a computer, she felt the City Council should consider <br />the possibility of upgrading the system in the future. Counci1member Gunkel <br />further indicated that she felt a medium size machine will accommodate much more <br />uses and be much more flexible than a smaller computer. Counci1member Gunkel <br />further indicated that she felt the Texas Instrument Model 672 or a comparable <br />model should be considered by the City of Elk River. <br /> <br />Counci1member Duitsman indicated that he had received information that software <br />would be available for the IBM System 36, by August 1. <br /> <br />Further discussion was carried on regarding sizing of a computer system, software <br />availability and the experience of two potential software vendors. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO AUTHORIZE THE CITY ADMINISTRATOR TO WRITE A <br />REQUEST FOR A PROPOSAL, AND ADVERTISE FOR BIDS FOR A COMPUTER HARDWARE AND SOFT- <br />WARE SYSTEM. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />
