Mr. Breez~e indicated that Mr. Santwire felt these regulations are excessive, and that he can adequately address safety concerns without providing a sprinkler system~ Mr. Breezee further indicated that he was in agreement with Mr. Santwire, land that in order for Mr. Santwire to allow the dance studio to occupy t4e lower portion of this building, he must obtain a variance from the Fire Code 'Regulations. The City Administrator indicated that the State wants a recommendation from the Elk River City!Council prior to consideration of the variance request. COUNCILMEMBER DUITSMAN MOVED TO CONCUR WITH THE FINDINGS OF THE BUILDING AND ZONING ADMINISTRATQR AND SUPPORT MR. SANTWIRE'S REQUEST FOR A VARIANCE FROM THE STATE FIRE CODE REGULATIONS. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. 15. American Dairy Association Raffle License The City Administrator indicated that Ms. Emma Holzen, representing the Sherburne County American Dairy Association, has requested permission to conduct a raffle at the County Fair on July 15, 16, and 17. COUNCILMEMBER DUITSMAN MOVED TO APPROVE A LICENSE TO CONDUCT A RAFFLE AT THE SHERBURNE COUNTY FAIR TO THE SHERBURNE COUNTY AMERICAN DAIRY ASSOCIATION. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. l5~. Softball Association Councilmember Schuldt indicated that he has received complaints from residents in the apartment building near the softball fields, regarding the players and the use of the toilet facilities provided at the softball fields. It was the consensus of the City Council that the City Administrator write a letter to the Softball Association regarding the complaints received. 16. Administrator's Update A. Corporal Assignment The City Administrator indicated that the City Council had requested that Corporal Assignment for the Police Department be considered for approval July 1, 1983. It was the consensus of the City Council that the Corporal Assignment in the Elk River Police Department go into effect July 1, 1983. B. Tornado Damage Warning The City Administrator indicated that a tornado had touched down in the City of Elk River and that the Street Department was helping clean up trees and debris caused by the storm. The City Administrator requested authorization to obtain information on a siren warning system. It was the consensus of the City Council to authorize the City Administrator to obtain siren warning information for the City.
