<br /> <br /> <br /> <br />City Council Minutes <br />June 20, 1983 <br />Page Seven <br /> <br />Discussion was carried on regarding the zoning of the Custom Motors location <br />along Highway 10. Mr. Marty Tracy, representative of the Planning Commission, <br />indicated that the Planning Commission felt the area was an eye sore, not <br />compatible with the rest of the area, and therefore, recommended rezoning. <br />The City Administrator indicated that he felt the recommendation was a good <br />recommendation, but it may be too late as the Custom Motors people have complied <br />with the Conditional Use Permit. Discussion was carried on regarding the dis- <br />posal of the waste of gas, oil, and so forth from the junk cars out at the <br />Custom Motors Site. <br /> <br />The City Administrator recommended that the City Council continue the public <br />hearing regarding the rezoning of the Custom Motors area until a legal opinion <br />is obtained. <br /> <br />Councilmember Gunkel suggested the disposal of the waste be a contingency of the <br />conditional use permit. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO CONTINUE THE PUBLIC HEARING OF THE REZONING OF <br />THE CUSTOM MOTORS SITE. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION <br />PASSED 5-0. <br /> <br />Discussion of the rezone of the area north of Highway 10, West of Proctor Avenue, <br />and East of Quinn Avenue was discussed. It was the consensus that the proposed <br />R-3 zone extend to Quinn Avenue. <br /> <br />COUNCILMEMBERSCHULDT MOVED TO APPROVE THE REZONING OF THE AREA NORTH OF HIGH- <br />WAY 10, WEST OF PROCTOR AVENUE TO QUINN STREET FROM 1-2 TO R-3 ZONE. COUNCIL- <br />MEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE REZONING OF THE AREA NORTH OF THE <br />RAILROAD TRACKS, AND EAST OF PROCTOR FROM AN 1-2 TO AN R-4 ZONE. COUNCILMEMBER <br />SCHULDT SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE REZONE OF THE COMMERCIAL AREA ALONG <br />HIGHWAY 10 ON THE NORTH SIDE AND THE DAIRY QUEEN LOCATION FROM AN R-lc AND AN <br />1-2 TO A C-3 ZONE. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION <br />PASSED 5-0. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE REZONING OF THE AREA SOUTH OF THE <br />HOULTON PLANNED UNIT DEVELOPMENT, AND NORTH OF A LINE ESTABLISHED AS THE NORTHERLY <br />PROPERTY BOUNDARY OF ELK RIVER MACHINE COMPANY BY A CERTIFICATE OF SURVEY, #M-1575 <br />FOR KENDALL HOULTON BY JOHN OLIVER AND ASSOCIATES AND DATED JUNE 17, 1983, FROM <br />1-2 TO I-I. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APP~OVE THE REZONE FROM A C-l ZONE TO AN I-I ZONE <br />FOR THE AREA NORTH OF HIGHWAY 10 AND WEST OF JACKSON AVENUE ALONG RAILROAD DRIVE. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE REZONING OF THE FULLERTON LUMBER <br />COMPANY LOCATION FROM A C-2 ZONE TO AN R-4 ZONE TO COINCIDE WITH THE HRA <br />REDEVELOPMENT PLAN. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION <br />PASSED 5-0. <br />
