<br /> <br />City Council Minutes <br />June 20, 1983 <br />Page Six <br /> <br />Mr. Don Schumacher, representative of Elk River Concrete Products, indicated <br />that the property Cretex owned along Upland Avenue was purchased for a possible <br />expansion, and that a buffer would be provided should that expansion occur. <br />Discussion was carried on regarding the possibility of apartment buildings <br />constructed along Upland Avenue. Mr. Don Schumacher indicated that there were <br />much better sites available in the City, as apartment buildings would need <br />special footings because of the low land and water drainage problems. <br /> <br />Mr. John Baily Jr. of the Cretex Company indicated that the future expansion of <br />the Cretex Company would provide more jobs within the community. Mr. Baily further <br />indicated that the Cretex Company is exploring new products and new markets which <br />will lead to expansion. <br /> <br />Mr. Marty Tracy, Chairman of the Planning Commission, indicated that the Planning <br />Commission discussed each issue individually, and found it was a most difficult <br />task. Mr. Tracy indicated that the Planning Commission voted 4-2 in favor of <br />the rezone along the east side of Upland Avenue. Mr. Tracy further indicated <br />that he was troubled with his vote for the rezone request and further indicated <br />that he is not sure how he would vote if the issue were to be voted on at this <br />time. <br /> <br />The City's Zoning Ordinance was discussed with regard to screening and buffering <br />required for industrial uses. Discussion was also carried on regarding the type <br />of buffering the Cretex Company would use, should they expand their operation <br />along Upland Avenue. <br /> <br />Discussion was also carried on regarding notification of residents in an area <br />to be considered for rezoning. Councilmember Gunkel indicated that she felt <br />notification of residences would be appropriate, and suggested that signs be <br />posted in the areas stating the time and place of the public hearing. <br /> <br />Councilmember Engstrom indicated that he understood the problem of the Axelson's <br />and also understood the reasons Cretex purchased the properties along Upland <br />Avenue. Councilmember Engstrom indicated that Cretex purchased the property <br />with the intent of expansion, and further indicated that he wanted to keep <br />Cretex in the community. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE REZONING OF THE AREA ALONG THE EAST <br />SIDE OF UPLAND AVENUE TO AN R-3 ZONE. THE MOTION DIED FOR LACK OF A SECOND. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO REZONE THE AREA NORTH OF MEADOWVALE ROAD 300' <br />FEET IN DEPTH TO AN R-3 ZONE, AND TO LEAVE THE AREA EAST OF UPLAND AVENUE AS <br />ZONED 1-2. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-1. <br />COUNCILMEMBER GUNKEL OPPOSED. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO REZONE AN AREA NORTH AND EAST OF THE R-3 AND <br />1-2 ZONE ALONG UPLAND AVENUE AND MEADOWVALE FROM AN I-I ZONE TO 1-2 ZONE. <br />COUNCILMEMBERDUITSMAN SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO REZONE THE AREA EAST OF MEADOWVALE ROAD FROM <br />I-I TO R-la. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED <br />5-0. <br />
