Zoning Map Amendments/Public Hearing <br /> <br />Mr. Zack Johnson, the City Planner, indicated that a number of zone changes and <br />requests for zone changes have come to the City since the adoption of the zoning <br />map in 1980. Mr. Johnson indicated that the Planning Commission's recommendation <br />as shown on the zoning map, were approved by the unanimous vote of the Planning <br />Commission members present. Mr. Johnson indicated that an expansion of the <br />current industrial park was recommended by the Planning Commission along with <br />other zone changes. <br /> <br />Mayor Hinkle indicated that he felt the recommended industrial zoning was <br />extended too far north to the golf course area, and further indicated that he <br />felt it should be low density residential. Mr. Johnson reviewed the various <br />zone change recomendations by the Planning Commission. Mayor Hinkle indicated <br />that each area be considered on an individual basis by the City Council. <br /> <br />The City Administrator indicated that a majority of the changes were non-controversial <br />in nature, and have been reviewed and discussed by the Planning Commission and <br />City Council, and further indicated that one exception is the proposed R-3 zoning <br />shown on the east side of Upland Avenue immediately north of Highway 10. The <br />City Administrator indicated that the City Planner and the Planning Commission <br />have recommended the area be rezoned R-3, and further indicated that it is staff <br />recommendation to leave the area zoned 1-2 as the rezoning to R-3 ignores the <br />realities of the situation and does not prove to be the best plan for the area. <br />The City Administrator indicated that the property is currently zoned 1-2, and <br />with the exception of one lot on Upland Avenue all of the property is currently <br />under the control of the Cretex Co. The City Administrator indicated that the <br />Cretex Co. has acquired control of most of the property along Upland Avenue, <br />while the property was zoned industrial, and that the Cretex Company's plans <br />are to expand their operation and utilize the property when necessary. The <br />City Administrator further indicated that the street can provide an adequate <br />buffer between the 1-2 zoning and the residential zoning on the west side of <br />Upland Avenue. <br /> <br />Ms. Audrey Belfance indicated .that they had bought their hone on the northeast <br />corner of Highway 10 a.nd Upland Avenue as a residential home, and that it could be <br />the buffer necessary between the residential and the industrial zone. Ms. <br />Belfance further indicated that the residents along Upland Avenue did not receive <br />notice of the public hearing scheduled. The City Administrator indicated that <br />individual notices were not sent because of the number of proposed rezoning areas. <br />Mr. Charles Axelson indicated that the Planning Commission voted for a rezone <br />of the area from an 1-2 to an R-2 zone, and further indicated that he wanted to <br />put an addition bedroom onto his home for his children, which he can not do as <br />it is presently zoned. Ms Belfance indicated that they cannot add on to their <br />home because as it is, it is a non-conforming use, and with the rezoning they <br />would be able to add the bedroom needed. Ms. Belfance also questioned why the <br />Cretex Company could build decks on their houses, and they could not put a bedroom <br />onto their house. <br /> <br />Discussion was carried on regarding the drainage problem in the area, and the type <br />of buffering or screening that could be provided between an 1-2 zone and a resident- <br />ial zone. <br /> <br />Councilmember Duitsman indicated the water problems were a separate issue from the <br />zoning issue. <br />
