<br /> <br />City Council Minutes <br />June 20, 1983 <br />Page Two <br /> <br />indicated that because of the unresolved questions, the city staff is suggesting <br />that the City Council open the public hearing, andcons.:i.der any public input <br />which is offered, review the proposal presented by the developer and then to con- <br />tinue the public hearing until such date as the unresolved questions can be <br />answered to the City's satisfaction. <br /> <br />Mr. Jim Smith of the Elk River White Dove Realty, representing the Great Outdoor <br />American Adventure Company presented to the Council the proposed campground facility. <br />Mr. Smith indicated that the proposal is actually outdated because the DNR has re- <br />quested that there be a 100 foot setback and 100 feet between each campground site; <br />therefore, the campground facility will have to be redesigned. Mr. Smith indicated <br />that the campground facility will be utilized on a membership plan, that is, only <br />members to the organization can use the campground sites. <br /> <br />Mr. George Plaisted, a resident in the area of the proposed campground expressed <br />his concern of the proposed expansion and the density of the campground units. <br />Mr. Smith indicated that they are expecting approximately 60% occupancy at one <br />time, and further indicated that the sites would be sold to members only at <br />approximately $6,000. <br /> <br />Mr. Lynn Abraham questioned the sewer and water facilities on the site and what <br />would be required for the expansion. Mr. Jim Smith indicated that the sewage <br />system on the site is adequate for the site as it now exists and has been tested <br />on a regular basis. Mr. Abraham questioned the possibility of sanitary sewer <br />being brought into service the area. The City Administrator indicated that it <br />would not be feasible at this time to build a sanitary sewer line to service the <br />campground site. <br /> <br />Ms. Penny K1ien expressed her objection to the proposed campground facility and <br />the expansion because of the density. <br /> <br />Mr. Tom.Wi1son also expressed his concern of the density proposed. Mr. Tom <br />Wilson invited the City Council and City Administrator to come out to the area <br />and view the river bank and proposed campground facilities before making any <br />decision. <br /> <br />Mr. Russ K1ien expressed his concern of the density and the recreation activities <br />that were proposed for the facility, as there was a potential of 1,100 to 1,200 <br />people that could be there at anyone time. Mr. Russ K1ien also expressed his <br />concern of his property value and his opposition to the project. Mr. Jim Smith <br />indicated that the Great Outdoor American Adventure Company will do all they can <br />to get along with the people in the area and provide buffering as necessary. <br /> <br />Discussion was carried on regarding the type of time-sharing concept that was <br />proposed for the campground facility. <br /> <br />Mr. Eric Phillips expressed his opposition to big business coming in to the <br />community and developing the proposed campground facility. Mr. Phillips also <br />expressed his concern of the sewage disposal system that would be necessary to <br />serve the expanded facility. Mr. Rick Breezee, the City Building and Zoning <br />Administrator indicated that the septic system on site is adequate for the <br />present size of the campground facility, and if the facility was expanded, the <br />
