The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2. Agenda <br /> <br />Item 5~, the Downtown Parking Lot and Item l5~, the Softball Association were added <br />to the June 20, 1983 City Council Agenda. <br /> <br />COUNCILME:MBER DUITSMAN MOVED TO APPROVE THE JUNE 20, 1983 CITY COUNCIL AGENDA AS <br />AME~DED.. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />3. Minutes <br /> <br />Councilmember Gunkel requested that the June 6th item 8, page 6 minutes be amended <br />to read "if the roadway could be a 20 foot blacktop surface". Page 6, the second <br />paragraph, the word "blacktop" be changed to "roadbed". Councilmember Gunkel also <br />requested that the minutes of item 11, June 6th, page 8, be amended to include the <br />Plann;ing Commission and the Economic Development Commission in the process of the <br />Capitol Improvement Program. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE MINUTES OF THE JUNE 6, 1983, CITY COUNCIL <br />MEETING AS AMENDED. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED <br />4-0. <br /> <br />4. Open Mike <br /> <br />No one appeared for this item. <br /> <br />5. .Great Outdoor American Adventure Company Request for Zone Change and Conditional <br />Use Permit - Public Hearing <br /> <br />The City Administrator indicated that Mr. Jim Smith of the Elk River White Dove <br />Realty Company, on behalf of the Great Outdoor American Adventure Company, has re- <br />quested a rezoning and a conditional use permit for t~.property formerly known as <br />Camp on the Mississippi. The City Administrator further indicated that the.p'li'Qpett:y <br />is currently zoned R-lb!Single Family Residential. The City Administrator indicated <br />that the developers of the property propose to reopen the campground and to expand <br />the use as a campground facility. The .City Administrator indicated that the Planning <br />Commission has considered t~request for a rezone from an R-lb to an Agricultural <br />zone, and the conditional use permit, and have granted approval of both requests. <br /> <br />The City Administrator indicated that there are several unresolved questions which <br />the staff feels should be addressed prior to final approval. The City Administrator <br />indicated that these questions involve the possibility of the County and the DNR's <br />review of the proposal, and the possibility of an annexation of part of the camp- <br />ground presently located in Big Lake Township.
