The City Administrator indicated that the resolution is the <br />same as the one adopted by the City Council for the Highway 10 Improvement <br />Project. <br /> <br />COUNCILMAN ENGSTROM MOVED TO APPROVE RESOLUTION 83-7 A RESOLUTION AUTHORIZING <br />THE STATE OF MINNESOTA DEPARTMENT OF TRANSPORTATION AND THE CITY OF ELK RIVER <br />TO MAKE CERTAIN IMPROVEMENTS ON A PORTION OF TRUNK HIGHWAY 169 AND MAIN STREET <br />LOCATED IN THE CITY OF ELK RIVER. COUNCILMAN DUITSMAN SECONDED THE MOTION. <br />THE MOTION PASSED 4-0. <br /> <br />10. Closing Time for City Parks <br /> <br />Mayor Hinkle indicated that the Police Department has received a number of com- <br />plaints from residents adjoining Orono Park with regard to the excessive noise <br />and abusive language in the park after the hour of 10:00 p.m. Mayor Hinkle <br />further indicated that the City does not have a policy on the time parks should <br />be closed and that it was suggested by the Police Department that the City <br />Council establish a policy of 10:00 p.m. closing for City parks. Mayor Hinkle <br />further indicated that a policy establishing a closing time would enable the <br />Police Department to respond to complaints of the residents in the area and to <br />better control activities in the park after the hour of 10:00 p.m. <br /> <br />Councilmember Duitsman indicated that he felt 10:00 p.m. was too early and <br />suggested that closing time be 10:30 p.m. Mayor Hinkle indicated that 10:30 <br />p.m. may be a bit more appropriate for the summer season. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO ADOPT A POLICY OF A 10:30 P.M. CLOSING FOR CITY <br />PARK AND RECREATIONAL FACILITIES. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. <br />THE MOTION PASSED 4-0. <br /> <br />11. Capital Improvement Program Process <br /> <br />The City Administrator indicated that in reviewing the Capital Improvement <br />Program process, the responsibilities regarding the City Administrator, the <br />City Engineer, the City Planner and the various Department Heads is easily <br />determined. The City Administrator further indicated that the City Council <br />will need to determine at what level of involvement the City Council would like <br />to have within the process and to what extent the Planning Commission and Economic <br />Development Commission will be involved. The City Administrator indicated that <br />the City Council may determine that it is only necessary to review final products <br />or summary reports of each step of the process, or the City Council may determine <br />that it is important to be involved throughout each step of the process and to <br />actually help prepare the products for each step of the process. <br /> <br />Councilmember Duitsman indicated that he felt the City Council should be directly <br />involved in the Capital Improvement process. Councilmember Gunkel indicated <br />that she felt the Planning Commission should be directly involved in the Capital <br />Improvement Program process, as they are a committee appointed for planning. <br /> <br />The City Administrator indicated that he felt a significant amount of input <br />from the public is desired in a Capital Improvement Program. The City Administrator <br />indicated that a Capital Improvement Committee, a portion of the Economic Devel- <br />opment Commission, could actually do the leg work, create options and attach <br />
