<br /> <br />City Council Minutes <br />June 6, 1983 <br />Page Six <br /> <br />The City Administrator indicated that the City Staff has recommended that the <br />City be consistant with previous policy and require a 30 foot roadway. The <br />City Administrator indicated that the City's policy was required for other <br />developers within the City of Elk River, and that a 30 foot roadway is necessary <br />for safety standards and for the number of trips expected in a platted area. <br />Councilmember Gunkel indicated that she felt in the Heavenly Hills area the <br />potential of six more homes would not increase the traffic in the area, as the <br />area did not serve any other area and therefore, she felt a 30 foot roadway was <br />not necessary. Councilmember Gunkel further indicated that she felt the City <br />Council would have a 100% support from the Heavenly Hills people if the roadway <br />could be a 24 foot blacktop surface. <br /> <br />Mr. Terry Maurer of Consulting Engineers Diversified indicated that he did not <br />believe the difference in the 30 foot blacktop versus 24 foot blacktop would <br />be substantial in the total cost of the project. <br /> <br />Discussion was carried on regarding the Township standards for roadways and the <br />City's standards. Discussion was also carried on regarding the safety of a <br />wider roadway versus a 24 foot roadway. <br /> <br />The City Administrator indicated that the City Council should look at a good <br />standard for the public for the City of Elk River, rather than a compromise <br />for a specific area. Mayor Hinkle indicated that the Council was not happy <br />with their decision regarding the Heavenly Hills situation and further indicated <br />that he did not feel postponing the problem was a good idea, but that it was a <br />bad situation all the way around. <br /> <br />Discussion was also carried on regarding the size of the shoulders. Mr. Phil <br />Hals indicated that the shoulder supports the blacktop and that a one foot <br />shoulder would just not provide the support for a blacktop roadway. Mr. Phil <br />Hals indicated that he felt the Heavenly Hills people could save more by re- <br />questing that the project be completed in the very near future, rather than <br />waiting and putting in a narrower street, as construction bids are still very <br />good. Mayor Hinkle indicated that he felt a $5,000 investment in a homestead <br />property was not an out of line investment. <br /> <br />Discussion was carried on regarding the ability to obtain building permits for <br />properties on private roads. The City Administrator cited the City's Ordinance <br />regarding construction on private roads. It was the consensus that the general <br />improvements could be made to a property but that new residences could not obtain <br />building permits. <br /> <br />Further discussion was carried on regarding the City's policy on gravel roads. <br /> <br />It was the consensus of the City Council that the City Administrator draft a <br />policy addressing road standards and maintenance as discussed by the City Council <br />for final review at the next City Council Meeting. <br /> <br />Further discussion was also carried on regarding the Heavenly Hills specific <br />situation. <br /> <br />9. Mn/DOT Cooperative Agreement for 169 and Main Street Intersection <br /> <br />The City Administrator indicated that the Department of Transportation has re- <br />quested that the City approve a resolution to enter into a cooperative agreement <br />
