Improvement Program and that the City Council would be <br />directly involved. <br /> <br />12. St. Andrew's Festival Beer and Gambling L~cens~ <br /> <br />The City Administrator ipdicated that St. Andrew's Church has requested a <br />special event bingo-gamb~ing license and a one day non-intoxicating malt <br />liquor license for their! fall festival scheduled August 21, 1983. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE A SPECIAL EVENT BINGO/GAMBLING LICENSE <br />AND A ONE DAY NON-INTOXICATING MALT LIQUOR LICENSE FOR ST. ANDREW'S CHURCH FOR <br />THEIR FALL FESTIVAL SCHEpULED AUGUST 21, 1983. COUNCILMEMBER DUITSMAN SECONDED <br />THE MOTION. THE MOTION fASSED 4-0. <br />I <br />13. Eagle's Club License Sunday On-Sale License <br />I <br />The City Administrator i~dicated that the Eagle's Club has requested a Club On- <br />Sale liquor license and ~n On-Sale Sunday license for the 1983-84 year. <br /> <br />COUNCILMEMBER DUITSMAN M~VED TO APPROVE A CLUB ON-SALE LIQUOR AND AN ON-SALE <br />SUNDAY LICENSE FOR THE EAGLE'S CLUB FOR THE 1983-84 YEAR. COUNCILMEMBER <br />GUNKEL SECONDED THE MOTION. THE MOTION PASSED. <br /> <br />14. Part Time Employees Personal Leave Policy <br />I <br />The City Administrator i*dicated that at the time the City Staff was reviewing <br />and making certain chang~s in the vacation policy, the staff agreed that some <br />consideration should be given to part time employees who work in individual <br />budgeted positions and w~rk regular hours on an annual basis for the City. The <br />City Administrator indic~ted that to provide some additional incentive and mo- <br />tivation for these part time employees, the City Staff suggested that the City <br />Council consider authori$ation of personal leave days for the part time people. <br />The City Administrator indicated that it is proposed that each employee be <br />eligible to receive the equivalent of one week paid personal leave from work <br />in each calendar year. The City Administrator indicated that these employees <br />form an important part of thawork force and are responsible for helping the <br />City Staff accomplish much of the work done in City Hall. <br /> <br />Mayor Hinkle indicated that those part time employees eligible for personal <br />leave days would be permanent part time regularly scheduled individually <br />budgeted positions within the City of Elk River. <br /> <br />Councilmember Schuldt questioned the possibility of replacing that person <br />with a temporary employee during the time of their personal leave.
