<br /> <br />City Council Minutes <br />June 6, 1983 <br />Page Four <br /> <br />Councilmember Schuldt questioned the Gates Avenue and Main Street intersection. <br />Mr. Terry Maurer indicated that islands were proposed in the Gates Avenue <br />Feasibility Study, but were deleted until the Main Street Project, therefore, <br />the intersection of Gates and Main are included in the Main Street Project. <br /> <br />Mr. Floyd Stromberg questioned when the assessments must be paid. The City <br />Administrator indicated that at the time of the assessment hearing, residents <br />have 30 days from that date to pay for the full assessment cost, or it may <br />be assessed over a period of 10 or 15 years with interest. <br /> <br />Mr. Donllriess0nquestioned the possibility of problems with the storm sewer <br />created by the dirt driveways. Mr. Terry Maurer indicated that the dirt drive- <br />way should not cause a problem, and further indicated that the storm sewers are <br />cleaned out periodically. <br /> <br />Mayor Hinkle indicated that it was his recommendation that the City Council wait <br />approximately two weeks before ordering plans and specifications for the Main <br />Street Improvement Project, in order to determine what happens with the rest <br />of the Storm Drainage Project and the Gates Avenue Project. <br /> <br />It was the consensus of th <br />and specifications for the <br />regard to the other projec <br />Project. <br /> <br />City Council to delay the ordering of the plans <br />project until more information can be gathered with <br />s that would impact the Main Street Improvement <br /> <br />Discussion was carried on egarding the street entering into Main Street at the <br />location of the liquor sto e and Ron's Country Foods. <br /> <br />COUNCILMEMBER DUITSMAN MOV D TO AUTHORIZE A STOP SIGN AT THE INTERSECTION OF THE <br />STREET AT THE LIQUOR STORE I AND MAIN STREET. COUNCILMEMBER GUNKEL SECONDED TH$ <br />MOTION. THE MOTION PASSED 4-0. <br /> <br />8. Road Maintenance and Stand rd Policies <br /> <br />Mayor Hinkle suggested tha the City Council discuss the City's Policies regarding <br />gravel roads but that no a tion be taken at this time as the Council'may need time <br />to review the discussion b fore decisions are made. <br /> <br />The City Administrator ind'cated that two specific projects are depending on the <br />City Council's considerati n of the City's policies on gravel roads within the <br />City of Elk River. The Ci y Administrator indicated that the Planning Commission <br />discussed the road mainten nce and road standards at their May 24, 1983, Planning <br />Commission Meeting, and fu ther indicated that in that discussion of road main- <br />tenance and road standards the Planning Commissione~s expressed their discom- <br />fort in dealing with this articular subject referred to them by the City Council. <br />The City Administrator ind'cated that in preparing the Planning Commission and <br />City Staff recommendation, it was attempted to reduce a very complex issue and <br />a significant number of va iablestoa few simple catagories for discussion. <br /> <br />The City Administrator ind'cated that both the Planning Commission and the City <br />Staff recommend that the C'ty pursue a course of upgrading all existing sub- <br />standard public roads to a acceptable and safe standard. The City Administrator <br />indicated that in no circu stances is it recommended that the City go below a <br />24 foot wide gravel surfac d road standard or a 20 foot hard surfaced roadway <br />with 2 foot shoulders. <br />
