<br /> <br />City Council Minutes <br />June 6, 1983 <br />Page Three <br /> <br />Mr. Maurer indicated that Mn/DOT has indicated that they would be willing to <br />allow the City to design and construct the signalization at the intersection <br />of Main Street and Highway 169, and along with the signalization Mn/DOT will <br />require some improvements on the Highway together with the proposed improvements <br />on Main Street. <br /> <br />Mr. Maurer indicated that application has been made to the Federal Hazard <br />Elimination Safety Funding Program. This funding would provide for 90% of <br />the construction cost of the signalization and the remaining 10% would be <br />divided equally between the Minnesota Department of Transportation and the <br />City of Elk River. Mr. Maurer indicated that the City's share is estimated at <br />approximately $5,000. <br /> <br />Mr. Maurer then reviewed the construction cost and total estimated project cost. <br />Mr. Maurer indicated that the proposed assessment for the street improvement <br />would be at a rate of approximately $12.50 per front foot, and that the proposed <br />assessment for the storm drainage would be approximately $630 per acre. Mr. <br />Maurer further reviewed the project schedule with the City Council. <br /> <br />Mayor Hinkle opened the public hearing. <br /> <br />Mr. Howard Johnson questioned who would be assessed for the storm sewer. Mr. <br />Terry Maurer indicated that once the field work was done, the engineers would <br />be able to determine where the break off point would be regarding the drainage <br />to Main Street and the balance that would drain behind the properties to the <br />south. <br /> <br />Mr. Jerry Da11uge, owner of the eastern four-p1ex on Main Street, indicated that <br />if his property was assessed, Howard Johnson's property should also be assessed. <br /> <br />Discussion was carried on regarding the storm drainage in the area, and where <br />the break-off point would be. Discussion was also carried on regarding the <br />width of the street. Mr. Terry Maurer indicated that the 50 foot width would <br />reach from the sidewalk on the south side to the power poles on the north side. <br />Mr. Maurer further indicated that it was not anticipated to remove the sidewalk, <br />but should it have to be removed, the MSA funds would replace the sidewalk. <br /> <br />Discussion was carried on regarding the suggested $12.50 per front foot cost for <br />the street. Mr. Maurer explained that if the street were to be replaced exactly <br />like it was, it would cost approximately $12.50 per front foot. Mr. Maurer <br />further indicated that that was the cost which was determined for the rebuilding <br />of School Street. <br /> <br />Ms. Peggy Bode questioned whether weighted acres were figured into the proposed <br />cost. Mr. Terry Maurer indicated that the State of Minnesota has a very com- <br />plicated process of determining what arefundable MSA costs in a construction <br />project, and once that was completed, they would be able to then determine the <br />exact cost to be assessed, and the weighted acres figures. <br /> <br />Mr. Kermit Bode questioned how far the Main Street Improvement Project would be <br />assessed. Mr. Terry Maurer indicated that the Main Street Improvement Project <br />would extend from the State Improvement Project for Highway 10 at approximately <br />Railroad Drive and Main Street to Highway 169 and then east of Highway 169 to the <br />County Road. <br />
