<br /> <br />City Council Minutes <br />June 6, 1983 <br />Page Two <br /> <br />Mr. Fournier indicated that the City of Elk River in 1962 authorized him to <br />move the second house in on lot 6. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION REQUEST <br />BY MR. LAWRENCE FOURNIER FOR LOTS 5 AND 6 IN BLOCK 20, AT THE SOUTHWEST CORNER <br />OF THE INTERSECTION OF GATES AVENUE AND 4TH STREET. COUNCILMEMBER SCHULDT SEC- <br />ONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />6. Gulstad Administrative Subdivision/Public Hearing <br /> <br />Mayor Hinkle indicated that Mr. Howard Gulstad of 19030 Twin Lakes Road has re- <br />quested an administrative subdivision for his property located at the corner of <br />Tyler Street and Twin Lakes Road. Mayor Hinkle indicated that the subdivision <br />would create two parcels of unusual shape. <br /> <br />The City Administrator indicated that the proposed property lines fit the <br />topography and tree line of the property. The City Administrator further in- <br />dicated that the City Staff finds there are no particular problems associated <br />with the administrative subdivision request and therefore, recommends that the <br />City Council grant the request. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION REQUEST <br />BY MR. HOWARD GULSTAD FOR THE PROPERTY AT THE CORNER OF TYLER STREET AND TWIN <br />LAKES ROAD. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />7. Main Street Improvement Project/Public Hearing <br /> <br />The City Administrator indicated that the improvements proposed for the Main <br />Street area includes the rebuilding and upgrading of Main Street, replacement <br />of old deficient sanitary sewer lines and construction of storm water laterals <br />to connect to the storm sewer trunk line. The City Administrator indicated that <br />Mr. Terry Maurer of Consultine Engineers Diversified, would review the Feasibility <br />Report for the City Council. <br /> <br />Mr. Terry Maurer indicated that the Feasibility Report addresses the storm <br />drainage of area C in the Comprehensive Storm Sewer Study and the revisions <br />of the boundaries of area C. It addresses the existing utilities in the street <br />and the increasing of a water main from a 4" line to a 12" line. It also <br />addresses the sanitary sewer line and the proposal of relaying the sanitary <br />sewer line along Main Street from Gates Avenue to approximately 300 feet east <br />of Evans Avenue, and redirecting the flow to the lift station on Evans Avenue. <br /> <br />Mr. Maurer indicated that the Minnesota Department of Transportation's 1980 <br />traffic count data shows an average of approximately 3,750 vehicle trips along <br />Main Street between Gates Avenue and Highway 169. Mr. Terry Maurer indicated <br />that Mn/DOT projects an increased traffic volume of approximately 3.5% per year. <br />Mr. Maurer further indicated that the proposed rate of increase is expected to <br />be higher in the beginning because of the traffic lights proposed for the inter- <br />section of Highway 169 and Main Street. Mr. Maurer indicated that based on this <br />information, the proposed street improvement is for an urban type bituminous <br />surface 50 feet in width and a 9 ton standard. Mr. Maurer further indicated <br />that the 50 foot roadway could be a 4 lane street or a 2 lane street with turn <br />lanes and parking. <br /> <br />
