Assessment of Water Service Repair Charges - Public Hearing <br /> <br />The City Administrator indicated that Mr. Ron Black, representing the Elk River <br />Utilities has requested that the City assess $609.09 of water service repair <br />to Ova Collins, 420 Quinn Avenue. The City Administrator indicated that the <br />utilities has tried to collect that amount unsuccessfully and have requested that <br />the City assess the amount to the property. The City Administrator further in- <br />dicated that it is permissible under Minnesota Statutes to assess water service <br />repair much like the assessment procedure the City Council used for delinquent <br />diseased tree removal charges. The City Administrator indicated that it is recom- <br />mended that the City Council assess the amount over a three-year period. <br /> <br />Mayor Hinkle opened the public hearing. No one appeared in opposition of the pro- <br />posed assessment. <br /> <br />Councilmember Schuldt indicated that that particular property is in foreclosure <br />and to be sold at public auction. Councilmember Schuldt questioned who would pay <br />for the proposed assessment. The City Administrator indicated that a proposed <br />assessment goes along with the property rather than the individual and that the <br />new owner would be notified of the pending assessment~ General discussion was <br />carried on regarding the water main on 5th Avenue and further discussion was <br />carried on regarding the period of time proposed for the assessment. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE ASSESSMENT FOR WATER SERVICE REPAIR <br />IN THE AMOUNT OF $609.09 TO OVA COLLINS, 420 QUINN AVENUE, FOR A PERIOD OF THREE <br />(3) YEARS. COUNCILMEMBER SCHULDT SECONDED THE MOTION; THE MOTION PASSED 4-0. <br /> <br />10. Heavenly Hills Road Improvement Feasibility Study <br /> <br />Mr. Jim Tralle, representative of the Heavenly Hills residents, presented the City <br />Council with a petition signed by 16 residents, and $400 for half of a feasibility <br />study. Mr. <br />Tralle indicated that people cannot get loans or mortgages on their homes, they <br />do not qualify for FHA or GI financing, and further indicated that the cost of <br />maintaining the roads was expensive and difficult to get done. <br /> <br />General discussion was carried on regarding the cost of street maintenance per <br />homeowner for City streets. <br /> <br />Mayor Hinkle indicated that he felt the City Council should try to help the resi- <br />dents in the Heavenly Hills area and that the $400 investment in the neighborhood <br />was not much. <br />
