<br /> <br /> <br /> <br />City Council Minutes <br />February 7, 1983 <br />Page 7 <br /> <br />Councilmember Duitsman indicated that he felt the project should be bid in its <br />entirety and then bid as Phase 1 and 2 to allow the owner of the planned unit <br />development to make the decision as to whether the planned unit development will <br />proceed. <br /> <br />Councilmember Gunkel suggested that the City Council consider the improvements of <br />Main Street, the improvement of the southern portion of Gates Avenue, and the <br />improvement of the northern portion of Gates Avenue as a total picture. Council- <br />member Gunkel suggested that the City Council consider the Main Street improvement <br />and the improvement of the southern portion of Gates Avenue and the improvement of <br />the planned unit development portion as separate projects. <br /> <br />Discussion was carried on regarding the funding of the three projects. Mr. Terry <br />Maurer indicated that there is approximately $600,000 in the MSA street construction <br />fund and that the City of Elk River could borrow against that fund should they de- <br />cide it was necessary. <br /> <br />Councilmember Gunkel indicated that the Main Street improvement is proposed for 1986 <br />~nd suggested that the Main Street improvement project be scheduled closer to the <br />pates Avenue project. <br /> <br />Mr. Terry Maurer indicated that approximately $200,000 in MSA funds are proposed <br />i~ifor the storm sewer project and further indicated that the City would not receive <br />those funds for the storm sewer should they not complete the project to the planned <br />nit development. <br />i <br />~ouncilmember Gunkel questioned the inclusion of the water project with the proposed <br />limprovements. Mr. Terry Maurer indicated that the water improvements are not <br />Ifundable under the MSA funds; and therefore, can be added to the project while <br />Ithe plans are at the state for approval. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE A 46 FOOT WIDE MSA STREET FOR GATES AVENUE. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />Councilmember Schuldt indicated that he was not in favor of a 46 foot wide street <br />at this time but felt that it would be needed at a future date and therefore, <br />should be approved now. Councilmember Gunkel indicated that she agreed with <br />Councilmember Schuldt, that the 46 foot side street would be necessary in the future. <br /> <br />Discussion was carried on regarding the intersection of Gates and Main Street. <br />Councilmember Duitsman indicated that he felt a T-intersectionwas a short-term <br />solution. Further discussion was carried on regarding turn lanes, stop sign place- <br />ment, islands, and the Main Street improvement project. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO AUTHORIZE THE CITY ENGINEERS TO DESIGN AT-INTERSECTION <br />AT GATES AND MAIN STREET WITH TURN LANES AND TO ELIMINATE THE PROPOSED ISLANDS, <br />WITH NO PROPERTY ACQUIS ITION AT THIS TIME. COUNCILMEMBER GUNKEL SECONDED THE <br />MOTION. THE MOTION PASSED 3-1, COUNCILMEMBER DUITSMAN OPPOSED. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO AUTHORIZE THE GATES AVENUE PROJECT TO BE BID - TO <br />INCLUDE THE WHOLE PROJECT, AND PHASE 1 - TO INCLUDE THE SOUTHERLY PORTION OF GATES <br />AVENUE AND PHASE 2 - TO INCLUDE THE NORTHERLY PORTION OF GATES AVENUE. COUNCILMEMBER <br />SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. <br />
