<br /> <br />City Council Minutes <br />February 7, 1983 <br />Page 6 <br /> <br />The City Administrator indicated that the proposal for the PUD is in the process <br />of review and further indicated that if the proposed project doesn't go, another <br />will someday, as that particular site is the best commercial site in the City of <br />Elk River for future development. <br /> <br />Mr. Henry Tembrock questioned the storm sewer project in conjunction with the Gates <br />Avenue project. <br /> <br />Mr. Terry Maurer indicated that plans and specifications are being prepared for <br />the storm sewer project and permits are being obtained and that the storm sewer <br />project will be in conjunction with the Gates Avenue project. Mr. Terry Maurer <br />further indicated that it would take approximately three to four weeks for the <br />preparation of plans and specifications and then submission to the State of <br />Minnesota for approval would take approximately six to eight weeks. Mr. Maurer <br />indicated that the project would be ready for bidding sometime in June or July. <br /> <br />Further discussion was carried on regarding the intersection of Gates Avenue and <br />Main Street alternatives. Councilmember Schuldt suggested a T-interesection be <br />constructed with turn lanes and that the two islands be eliminated at this time. <br />Councilmember Gunkel indicated that she felt the islands were not necessary at <br />this time and that a stop. light would be necessary at some time in the future. <br />Mr. Terry Maurer indicated that the intersection could be constructed without <br />islands at this time. <br /> <br />Councilmember Duitsman indicated that if additional land is necessary for the <br />intersection at Gates and Main ::Street to allow for the islands and turn lanes, <br />it was his feeling that the necessary land acquisition should be done at the <br />time of the Gates Avenue improvement. <br /> <br />Councilmember Gunkel indicated that in comparison to School Street, she did not <br />feel a 46-foot wide street was necessary for Gates Avenue. Councilmember Schuldt <br />indicated that Gates Avenue is different than School Street as one side of Gates <br />Avenue is zoned commercial rather thana school. Councilmember Engstrom indicated <br />that he felt the proposed Gates Avenue would be a corridor connecting the current <br />downtown area with the planned unit development area and that a 46-foot wide street <br />would be necessary in the future. <br /> <br />Mayor Hinkle indicated that he supported a 46-foot wide street as he felt the City <br />must plan for the future. Mayor Hinkle further indicated that the City Council <br />should order plans and specifications for the south half of Gates Avenue to in- <br />clude a 46-foot wide street. <br /> <br />Councilmember Duitsman indicated that the City may get better bid prices if the <br />whole Gates Avenue project would be proposed for construction at the same time. <br />Mr. Terry Maurer indicated that it was likely that a better price could be obtained <br />bidding the whole project, as most of the curb and gutter is in the planned unit <br />development. Mr. Maurer further indicated that the engineers could prepare plans <br />and specifications and the project could be bid in phases. <br />
