Gates AveIlueMuniicipal State Aid Improvement - Public Hearing <br /> <br />The City Administrator indicated that at the public information meeting held with <br />area residents of Gates Avenue, it was determined that of the four different <br />alternates propol3ed, Alternate 4 presented the best intersection alignment for <br />Gates Avenue andiMain Street. The City Administrator indicated that Alternate 4 <br />called for a "T", intersection as currently exists between Gates and Main Street, <br />with the improve~ents made to facilitate better traffic flow. The City Admin- <br />istrator indicat~d that the plan for the MSA road improvement project is to construct <br />a 46 foot wide street with concrete curb and gutter through the residential area <br />at the southerly I portion of the project, and to not construct a sidewalk at this <br />time. The City ~dministrator indicated that the City Council may authorize the <br />work at the intetsection to be completed immediately in conjunction with the MSA <br />road project or ~o delay the work until such time as the Main Street road improve- <br />ment is completed. <br />, <br /> <br />Mr. Terry Maurer I from Consulting Engineers Diversified, reviewed the proposed Gates <br />Avenue MSA proje~t for the City Council. Mr. Maurer specifically reviewed the <br />proposed Alternate 4, calling for a "G" intersection at Gates and Main and right <br />turn lanes. <br /> <br />Councilmember Gu~kel indicated that it was discussed that the Gates Avenue proposed <br />improvement be s~t off side of the center of the right-of-way. Discussion was <br />carried on regar~ing the use of the southern portion of the Gates Avenue project <br />for commercial mn.d whether off-street parking would be required by the commercial <br />zoning. <br /> <br />Mayor Hinkle declared the public hearing opened. <br /> <br />Mr. Al Hopper, 402 Gates, asked if the mid-point of the existing road would be <br />the same as the ~id-point of the new proposed Gates Avenue street. Mr. Hopper <br />indicated that if the new proposed street is the same as the present Gates Avenue, <br />it would not be q problem but should the engineers determine to not move the <br />utility poles and move the new proposed street instead, it would take half of his <br />front yard. <br /> <br />Mrs. Kraljic expressed her opposition to the proposed 46 foot wide street for Gates <br />Avenue. Councilmember Duitsman indicated that he felt a 46 foot wide street is <br />necessary for the long~term development of the City of Elk River. Mr. Lawrence <br />Fournier indicated that he felt the street should be designed to allow for parking <br />on both sides of the street. <br /> <br />General discussion was carried on reg~rding traffic flow versus proposed traffic <br />flow on Gates Avenue and the comparison of the 46-foot wide street proposed for <br />Gates Avenue and the 36-foot street for School Street. General discussion was <br />also carried on regarding the PUD area. <br /> <br />
