<br /> <br /> <br /> <br />City Council Minutes <br />February 7, 1983 <br />Page 4 <br /> <br />, <br /> <br />Local No. 49 representing the City's Public Works employees and the City of Elk <br />River has been agreed upon for 1983. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE LABOR AGREEMENT BETWEEN THE OPERATING <br />ENGINEERS LOCAL NO. 49 AND THE ..CITY OF ELK RIVER. COUNCILMEMBER DUITSMAN SECONDED <br />THE MOTION. THE MOTION PASSED 4-0. <br /> <br />6~. Non-Union Salaries <br /> <br />The City Administrator reviewed his memo of February 7, 1983, with the City Council <br />regarding 1983 non-union salaries. Discussion was carried on regarding full-time <br />employees having the option of taking the 5~ percent wage increase and $20 in <br />insurance for family coverage or full insurance coverage and reduced wages at this <br />time, and at the time the health insurance contract becomes due and should a raise <br />in premiums be required. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE 1983 NON-UNION SALARIES AGREEMENT. <br />COUNCILMEMBER GUNKEL SECONDED THE MOTION. TREMOTION PASSED 3-1. COUNCILMEMBER <br />DUITSMAN OPPOSED. <br /> <br />7. Fournier Administrative Subdivision Request - Public Hearing <br /> <br />The City Administrator indicated that Mr. Richard Fournier has requested an admin- <br />istrative subdivision for a parcel of property approximately 40 acres in size in the <br />northeast corner of the intersection of 165th Avenue and Highway #10. The City <br />Administrator indicated that Mr. Fournier wants to divide the property into four <br />irregularly shaped parcels. The City Administrator indicated that Mr. Fournier <br />is currently in Alaska and further indicated that the staff has some questions re- <br />garding the specific division of property as suggested by Mr. Fournier. <br /> <br />Mr. Gary Chancellor, representative for Mr. Fournier, indicated that Mr. Fournier <br />is interested in starting a busines in conjunction with the Co-op and wants to sell <br />the other parcels of property to get the business started. The City Administrator <br />indicated that the subdivision does meet the City standards but further indicated <br />that the staff feels the specific division of property may cause some problems for <br />Mr. Fournier in the future. The City Administrator indicated that the City staff <br />would like to discuss the specific division of property as proposed with Mr. Fournier. <br /> <br />Ms. Doris Specht indicated that they own property abutting the Fournier property <br />and further indicated that they have some concern regarding the proposed business. <br />Mr. Gary Chancellor indicated that he was not at liberty to divulge the type of <br />business proposed but assured Ms. Specht that they would be cooperative with the <br />adjoining landowners. Mr. Chancellor indicated that Mr. Fournier has various fin- <br />ancial obligations and commitments to other people and would like some indication <br />from the City Council regarding the approval of the proposed administrative subdi- <br />vision. Mayor Hinkle indicated that he did not see a problem with the administrative <br />subdivision but further indicated that it was his suggestion that Mr.. Fournier discuss <br />the proposed division with the City staff to alleviate any future problems that may <br />arise. Mayor Hinkle suggested that the City Council continue the public hearing until <br />City staff could discuss the administrative subdivision with Mr. Fournier. <br />
