<br /> <br /> <br /> <br /> <br />---, <br /> <br />City Council Minutes <br />February 7, 1983 <br />Page 3 <br /> <br />approve of half of the cost of the feasibility study for the Heavenly Hills <br />development and further indicated that if the City would pay for half of the <br />feasibility study for 21lth Avenue, the City Council would not have reason to <br />deny any other request for a feasibility study for road improvements. <br /> <br />Mayor Hinkle suggested the residents on 21lth Avenue sign a petition requesting <br />a feasibility study and the City Council would then decide who would pay for the <br />study in order to proceed. <br /> <br />The City Administrator indicated that in the event the improvement does become a <br />project, the cost of the feasibility study would be included in the total project <br />cost. <br /> <br />It was the general consensus of the City Council that the residents of 211th Avenue <br />present a petition to .the City Council requesting a feasibility study for the <br />improvement and acceptance of 211th Avenue by the City of Elk River. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO REFER THE STANDARDS FOR THE ACCEPTANCE OF GRAVEL <br />ROADS TO THE PLANNING COMMISSION FOR THEIR RECOMMENDATION AND CONSIDERATIO~. <br />COUNCILMEMBER ENGSTROM] SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />Councilmember Schuldt indicated that Mr. Bob Petermann, Juvenile Officer for the <br />City of Elk River, has been selected as one of the ten outstanding'young Minnesotans <br />by the Minnesota Jaycees. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO RECOGNIZE MR. BOB PETERMANN, JUVENILE OFFICER FOR <br />THE CITY OF ELK RIVER, AS ONE OF THE TEN OUTSTANDING YOUNG MINNESOTANS. COUNCILMEMBER <br />ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />5. Labor Agreement with Teamsters Local No. 320 <br /> <br />The City Administrator indicateg that the labor agreement between the City of Elk <br />River and the Teamsters Local No. 320 has been agreed upon for 1983. Councilmember <br />Schu~dt in~icated.t~a~ ithe uniform allowance portion of the agreement was only <br />ment10ned 1n the 1n1t1ql letter to the Union and was not discussed again regarding <br />a 5~ percent increase. Councilmember Duitsman indicated that he was not in favor of <br />the 5~ percent increase for uniform allowance and further indicated that he felt the <br />uniform allowance should have been discussed further. Councilmember Schuldt indicated <br />that he felt the uniform allowance should be considered at a maximum increase rather <br />than a percentage increase. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE 1983 LABOR AGREEMENT WITH THE TEAMSTER'S <br />LOCAL NO. 320. COUNCILMEMBERENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />6. Labor Agreement with Operating Engineers Local No. 49 <br /> <br />The City Administrator indicated that the contract between the Operating Engineers <br />
