<br /> <br />City Council Minutes <br />February 7, 1983 <br />Page 2 <br /> <br /> <br />Discussion was carried on regarding the street and what would need to be done in <br />order to bring it up to City standards. Mr. Ron Beck indicated that the City- <br />owned portion of the street is not up to City standards as well as the privately- <br />owned portion. <br /> <br />Mayor Hinkle indicated that the City does not allow building permits for residences <br />on private roads and further indicated that the City Council has budgeted money <br />in 1983 for repair of some of the City's gravel roads. Mayor Hinkle indicated that <br />the City Council would request that the Street Superintendent take care of the <br />open country roads as soon as possible. Mayor Hinkle further indicated that the <br />country was more lenient with specific road-building requirements and that there- <br />fore has caused some problems for the City of Elk River. Mayor Hinkle indicated <br />that it is hard to get people to agree on the method of payment for a street <br />improvement. <br /> <br />The City Administrator indicated that the normal process for a street to be <br />accepted by the City would be that the citizens would petition the City Council <br />td accept the street, and City Council would then decide if they wanted a feasi- <br />bility study to determine what would be necessary to bring the road up to City <br />standard, how much it would cost and how it would be paid. The City Administrator <br />then indicated a public hearing would be held and if the public input was positive, <br />the City Council would authorize the improvement and assess the cost. <br /> <br />General discussion was carried on regarding the authorization of a feasibility <br />study for the road imp rovemettof 211th Avenue. Marge Kampa expressed her concern <br />of people not being able to build on the property they purchased from the Kampas, <br />now that it was within the City of Elk River as the road is a privately-owned road. <br /> <br />Further discussion was carried on regarding the condition of 21lth Avenue. Council- <br />member Engstrom indicated that the City Council has budgeted money for the City to <br />up grade some of the rural roads in the City of Elk River. <br /> <br />Mr. Jedneak asked the cost of a feasibility study. Mr. Terry Maurer of Consulting <br />Engineers Diversified, estimated that the cost for a feasibility study would be <br />approximately $500 to $800. Councilmember Engstrom indicated that perhaps the <br />City Council could pay for hal~ of the feasibility study cost for 211th Avenue. <br />Councilmember Duitsman indicated that he was in favor of upgrading the gravel roads <br />within the City of Elk River and that a priority list would be developed by the <br />City Street Superintendent. <br /> <br />Discussion '\<Vas carried on regarding the City accepting gravel roads. <br /> <br />Councilmember Duitsman indicated that he felt the standards of gravel roads should <br />be referred to the Planning Commission. Councilmember Engstrom indicated that <br />the City of Elk River has many gravel roads which should be brought up to standards <br />and that the City should consider standards for gravel roads. Councilmember Eng- <br />strom further indicated that Big Lake Township has also considered standards for <br />gravel roads. Councilmember Engstrom further indicated that should the City accept <br />the. private portion of 211th and request that it to be brought up to the City's <br />current standards, the City should also repair the City's portion of 211th and bring <br />that to City standards. <br /> <br />General discussion was carried on regarding the City paying for half of the cost <br />for a feasibility study.
