City Council Minutes February 7, 1983 Page 10 for advice should it be necessary. Councilmember Duitsman indicated that he was interested in talking to the Fire Department regarding the Fire Code. B. Library Board Ordinance The City Administrator indicated that the Library Board ordinance was not in- cluded in the Code. The City Administrator suggested that the City Council review the ordinance in a committee session prior to adoption. Councilmember Gunkel indicated that she had discussed the proposed ordinance with the Librarian, Mary Bender, and Ms. Bender indicated that some of the items in the ordinance are actually under the jurisdiction of the Great River Regional Library Association. Councilmember Gunkel also requested that the City Administrator strike the gender references in the proposed ordinance. C. Public Official Liability Coverage It was the consensus of the City Council to discuss the public official lia- bility insurance in committee. C. Mn/Dot Highway 1110. Improvements The City Administrator indicated that the City of Elk River has received a letter from the Minnesota Department of Transportation informing the City of the proposed construction project for Highway #10. The City Administrator further indicated that an informational meeting is being planned to be held sometime in the early part of 1983. E. Cable Television The City Administrator indicated that he had met with the attorney retained by the four cities involved in the cable television process. The City Ad- ministrator indicated that the attorney will draft a joint powers agreement for the communities involved and will be looking at city densities, distances and who will hook up. The City Administrator asked if the City Council would meet with the attorney in conjunction with the other communities. It was the consensus of the City Council that they only would meet with the attorney in a committee session. F. Snow Removal The City Administrator indicated that the City has received many complimentary calls regarding the latest snowplowing procedure after the latest snowfall. General discussion was carried on regarding the snowplowing and sanding pro- cedures. G. Star Cities Program The City Administrator submitted the list of persons that have agreed to serve on the Economic Development Commission. It was the consensus of the City Council to get more people to serve if there were more people interested.
