Memo to Planning Commission/P 97-8 <br /> May 26, 1998 <br /> Page 4 <br /> • 11.3 acres; however, seven lots were eliminated from the south side of the <br /> park increasing the road frontage of the park. The park contains a trail that <br /> provides an entrance from the north and connects up to the southeast corner <br /> of the park. The trail is now aligned with the sidewalk leading to the Trott <br /> Brook corridor. The park contains the amenities requested by the Parks <br /> Commission including: tennis courts (basketball), hockey with lights, a <br /> soccerfield, a ballfield, a play structure, and a 30'x30' picnic structure with <br /> picnic tables around the site. <br /> Ed Hasek explained the grading and the elevation changes in the site and <br /> how the drainage between wetlands worked. The hockey rink is situated <br /> three feet lower than the road in an attempt to reduce the visibility of the <br /> boards and effects of the lights. There was some concern about the amount of <br /> wetland and the tight nature of the site features to the wetlands. <br /> The Parks Commission asked about tree cover and the amount of wetland in <br /> the park, Mr. Hasek explained that the overall tree to land and wetland ratio <br /> is roughly the same for the park as it is to the overall development. <br /> Also discussed, was the location of wider shoulders on the main collector <br /> through the site. The shoulders are 7 feet wide and will accommodate bikes <br /> • and parked cars. It was felt that bicyclists are safer on the road than on a <br /> separate sidewalk with a number of streets and driveways crossing it. <br /> There was discussion about the feasibility of the Trott Brook as a trail <br /> corridor. Trott Brook Farms will allow for a connection from County Road 12 <br /> to the Trott Brook and to the north. The trail would then cross to the <br /> adjacent property and continue north. <br /> The Parks Commission approved the overall concept for Trott Brook Farms. <br /> Recommendation <br /> The Planning Commission is being asked to review this project and present <br /> comments and concerns. The applicant will then have an opportunity to <br /> address the issues identified by the Commission and present a revised plan to <br /> the Commission. <br /> • <br /> \\elkriver\sys\shrdoc\planning\scott\cu97-11.doc <br />
