<br /> <br /> <br /> <br />PAGE 4 <br /> <br /> <br />CITY COUNCIL MINUTES <br />NOVEMBER 4~ 1985 <br /> <br />7.5 Elk River Plaza PUD <br /> <br />Couneilmember Gunkel noted that at the last City Council <br />meeting there was a change in the layout in the Elk River <br />PUD for the Pamida Store. Couneilmember Gunkel noted that <br />Pami da had or" i gi na 11 y e ome befor"e the Coune i 1 for" a cone ept <br />approval whieh the Council did approve, but further <br />indicated that at the same meeting they had then requested <br />site plan approval which requires preliminary plat <br />procedures. Councilmember Gunkel stated she felt the City <br />Council must gO throu9h the proeessofpreliminary plat <br />For-oc edur"es. <br /> <br />Councilmember Williams indicated that he had a9reed with <br />Councilmember Gunkel in that the Council did not follow the <br />proper sequence and further stated that he would like to see <br />the updated information regarding the plat. <br /> <br />It was the consensus of the City Council that the Plannin9 <br />Commission hold a F"ublic hear"ins for" pr"eliminarv__ plat <br />approval at their November meeting. <br /> <br />8. Administrator's Update <br /> <br />A. Status of Code Enforcement on Junk Yard Sites <br /> <br />The <br />City <br />City <br />ta~: en <br />site. <br /> <br />Building and Zoning Administrator reported to the <br />Council on the existing junk yard violations in the <br />of Elk River and indicated what action has been <br />or what action is currently being taken on each <br /> <br />B. 1986 Police Negotiations <br /> <br />The City Administrator indicated that Union Local #320 <br />had voted on and accepted the wage offer proposal to the <br />Elk River Police Department. The City Admnistrator <br />indicated that what the Union was asking was for <br />comparable rates to each of the steps. The City <br />Admnistrator further stated that the proposal offered <br />would not bring Elk River into a comparable situation <br />with the metro communities. but that it is approaching <br />this. He further stated that the Citvof Elk River has <br />lost four officers this year to other cities because of <br />wages. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE RESOLUTION 85-66~ <br />A RSOLUTION APPROVING WAGE AGREEMENT BETWEEN THE CITY OF <br />ELK RIVER~ AND MINNESOTA TEAMSTERS PUBLIC AND LAW <br />ENFORCEMENT EMPLOYEE UNION LOCAT #320. COUNCILMEMBER <br />WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />
