Mr. Scott Harlicker <br /> July 22, 1998 <br /> Page 2 <br /> rededicated on this plat to allow for the construction of the pedestrian pathway to <br /> follow pedestrian traffic from the pedestrian bridge to Dodge Street. <br /> ■ The pond at the south side of Perkins that was built with the original development <br /> of the plat will be part of Lot 1 for ownership purposes. Apparently there will be <br /> an agreement where all three lots will participate in the cost of maintaining the <br /> pond. Having Lot 1 owning the pond will ensure that the City does not end up <br /> owning the pond and be responsible for routine maintenance such as grass <br /> cutting and litter pick up. Currently, there is a drainage and utility easement over <br /> the pond area, however the proposed plat of the Elk River Retail Center no. 2 <br /> does not clearly show this easement. <br /> ■ The site plan for lots 1 and 2 shows parking needed for the proposed motel on <br /> Lot 1 being constructed on Lot 2, and the amount of parking on Lot 2 is well in <br /> excess of what the proposed building would require. We question as to whether <br /> or not it would be better to move the lot line between Lots 1 and 2 further to the <br /> south so that more of the parking that's needed for the motel actually falls on the <br /> lot that the motel is being constructed on. Typically, these types of developments <br /> will have cross parking and access agreements, so that traffic can traverse any <br /> of the lots and park where needed. <br /> • B. Preliminary Utility Plan <br /> ■ The site is surrounded on three sides by sanitary sewer and water mains, <br /> therefore there will be no sanitary sewer and water constructed to serve either of <br /> the two lots. The layout is indicating an additional hydrant to be installed in the <br /> southwest corner of the motel site. We will verify this location with fire chief, <br /> since he was unavailable the day of the staff review meeting. <br /> C. Preliminary Grading, Drainage, and Erosion Control Plan <br /> • The grading plan indicates the lowering of the berm along the east side of Lots 1 <br /> and 2 by approximately 2 feet. As you will recall, this berm was established there <br /> with the original plat as a means to screen the residential homes east of Dodge <br /> Street from the development. We believe that it is unacceptable to lower the <br /> height of this berm. If it is necessary to grade into the berm on the west side for <br /> the development of these two lots, perhaps a retaining wall could be utilized to <br /> maintain the overall height of the berm. <br /> • At the southwest corner of Lot 2, a portion of the storm drainage will not be <br /> picked up in the proposed catch basin, but rather will flow overland through the <br /> Perkins site. Either an agreement should be obtained from the owner of the <br /> Perkins site to allow this overland drainage or the grading plan should be <br /> changed to pick up all of the overland drainage from Lots 1 and 2 prior to flowing <br /> onto the Perkins site. <br /> • <br /> O:\PROJ\804400J\0240\400-2202.ju ly.doc <br />
