This was a <br /> requirement of the Perkins development, so that pedestrians walking to Perkins <br /> would not have to walk in the driveway. The proposed grading plan for Lot 2 <br /> shows grades that would be incompatible with the existing sidewalk. The grading <br /> plan should be revised in this area to accommodate the sidewalk after the <br /> grading is completed. <br /> • The grading plan shows in one location approximately 2 feet of fill at the property <br /> line with Mn/DOT Trunk Highway 169 right-of-way. As you are aware, a fence <br /> was recently installed along this right-of-way line. The developers will need to <br /> obtain a Mn/DOT permit for any grading within the Mn/DOT right-of-way, and <br /> they will also have to remove and reinstall the fence where their grading <br /> operations disturb it. <br /> • No drainage calculations have been supplied at this time. Drainage calculations <br /> indicating how the storm water will be picked up from the site and conveyed to <br /> the pond at the south end of the plat will need to be submitted, reviewed, and <br /> approved. <br /> D. Site Plan/ Landscape Plan <br /> • <br /> • ■ There is a significant amount of new landscaping shown along the north <br /> boundary of the site in the existing drainage and utility easement. This will be <br /> incompatible with the pedestrian trail that will need to be installed there, and <br /> there is also question of whether or not this type of landscaping should be <br /> allowed over the top of water main and sanitary sewer. <br /> • The trash enclosure is also located within this drainage and utility easement. On <br /> previous sites, this has been allowed if the owners are willing to provide the City <br /> with a letter indicating that they will be responsible for removing the trash <br /> enclosure, should work within the drainage and utility easement be necessary. <br /> • There is a 30-foot high pilon sign shown along the Trunk Highway 169 corridor. <br /> This sign is also located within the drainage and utility easement. It is unclear <br /> where it is, relevant to the location of water main and sanitary sewer. If this sign <br /> is to be allowed within the drainage and utility easement, it should be situated <br /> such that the utilities within the easement can be excavated without disrupting <br /> the sign. <br /> • It appears that a portion of the building may fall within the drainage and utility <br /> easement in the southwest corner. From the site plan, it is very close and the <br /> overhangs of the building may actually encroach into the easement.
