The information <br /> submitted consisted of a certificate of survey, a preliminary plat, a preliminary utilities <br /> • plan, and a preliminary grading, drainage and erosion control plan. These were all <br /> prepared by Otto and Associates, and dated June 29, 1998. The submittal also <br /> contained a site/landscaping plan prepared by Hagemeister and Mack Architects, inc. <br /> Based on our review, comments received at the staff review meeting, and a meeting <br /> held with the developers, we offer the following comments. <br /> A. Preliminary Plat <br /> • The preliminary plat for Elk River Retail Center no. 2 consists of replatting three <br /> lots from Elk River Retail Center into two lots. The largest of these, at the north <br /> end of the site, is proposed to accommodate the Country Inn and Suites, and the <br /> smaller of the two, just north of Perkins and south of the proposed Country Inn <br /> and Suites, is proposed for office-type use. <br /> • There is an existing drainage and utility easement from the original plat that will <br /> need to be vacated, since it now crosses the middle of the proposed Lot 2. <br /> There were no negative comments regarding the vacating of this easement at the <br /> staff review meeting <br /> • At the north end of Lot 1, there is an existing 40-foot wide drainage and utility <br /> easement that runs from east to west. Currently there are sanitary sewer, water <br /> main, and overhead electric contained within this easement. As you are aware, <br /> the City is pursuing a pedestrian bridge crossing Trunk Highway 169 that will <br /> land somewhere in the southwest corner of the Mn/DOT maintenance facility.
