• Mr. Pat Klaers <br /> July 10, 1998 <br /> Page 6 <br /> ■ Secondary Access <br /> City Ordinance requires that plats have a minimum of two ways to enter and <br /> exit a development. We would recommend that in Phase I of the <br /> development, Street R is constructed to the west to provide that secondary <br /> access to CSAH 13 (Tyler Street). We would also recommend that, as the <br /> development moves into Phase II, a timeline be placed for either the <br /> construction of Street A to the northwest to intersect CSAH 13, for use of the <br /> secondary access, or the construction of Phase Ill, which includes the <br /> continuation of Street A. <br /> • Phil Hals' Comments <br /> Street Superintendent Phil Hals had a number of comments on the proposed <br /> development. He provided these in written form, in a memo addressed to <br /> Steve Ach, and dated May 7, 1998. A copy of this memo is attached. <br /> Through the detailed staff review of each particular phase of the <br /> developments, grading plan, and construction plans, we will ensure that Phil <br /> Hals' comments are addressed. The Developer has indicated how they plan <br /> to address the issue of snow storage in the cul-de-sacs. This is shown by a <br /> • <br /> detail on Sheet 10 of 17 of their submittal. We would recommend that these <br /> areas be designated by some type of easement on the plat, so that trees, <br /> fences, and other types of landscaping items are not placed within these <br /> snow storage areas. <br /> • Street Lighting <br /> As each phase of this development moves forward, we will get <br /> recommendations from the Elk River Municipal Utilities, relative to street <br /> lighting. It is recommended that the Developer be required to install at least <br /> the minimum street lighting recommended by the Elk River Municipal Utilities. <br /> • Plat Monumentation <br /> The preliminary site plan, Sheet 3 of 17, shows a number of proposed plat <br /> monuments to be constructed. Sheet 17 of 17 provides details on the various <br /> monuments. There are five locations where a project entry monument is <br /> proposed, which consists of two 6-foot high stone columns, with a 4-foot x 16- <br /> foot sign between them. At various other locations, internal to the plat, <br /> monuments are proposed with 4-foot x 8-foot signs between columns, either <br /> of stone or wood, and in many other locations, there are monuments <br /> consisting of columns of stone or wood, with fencing between them. We <br /> question whether or not a 4-foot x 16-foot project entry monument is too <br /> large, and whether or not the number of internal monuments is excessive. <br /> • We would suggest that this item is further worked on with the Developer and <br /> the staff to ensure that the size and number of monuments proposed is not <br /> Howarc R.Green Cor oany <br /> O:\PROD\800111]\0240\111-0804.july.docONSULTING ENGINEERS <br />
