The County is requesting <br /> that the total right-of-way provided along Trott Brook Farms be 70 feet <br /> measured from centerline of the CSAH 12 right-of-way. The need for this <br /> much right-of-way is due to the large 4-lane urban road section that is <br /> proposed, plus a detached pathway along the north side. The Developers <br /> have suggested that a 60-foot right-of-way be provided, along with a 10-foot <br /> easement that could be used for placement of the bituminous pathway. In <br /> reviewing this with Sherburne County, they indicated that they already have a <br /> plat prepared showing the 70 feet. If this change were to be made, the plat <br /> would have to be amended. In reviewing this request with City staff, it was <br /> felt that the original proposal would be a 70-foot right-of-way, with the normal <br /> 10-foot drainage and utility easement beyond that, along the perimeter of the <br /> plat. If it were to be changed to 60 feet with a 10-foot easement for trail <br /> purposes, an additional 10-foot easement for drainage and utility purposes <br /> would also be needed. This would be required so that the utilities that may <br /> • be located along the south border of the plat are not placed under the <br /> bituminous trail. In conclusion, it is recommended that the original concept of <br /> a 70-foot right-of-way along CSAH 12 be dedicated, and the normal 10-foot <br /> drainage and utility easement be provided by the plat. I believe this <br /> recommendation will result in a slightly reduced number of townhouse units <br /> along CSAH 12. <br /> The plat proposes a main access along CSAH 12, with a secondary access <br /> at the far east end, leading into one of the town home areas. Along CSAH <br /> 13, there is a main access near CSAH 12, with an additional main access <br /> located at the northern part of the plat, and then a secondary access leading <br /> to the town homes in the northwest corner of the development. It appears <br /> that the access points along CSAH 12 meet Sherburne County's guidelines <br /> for urban arterial access spacing, listed in their comprehensive transportation <br /> plan. Table 10 in that study indicates that spacings would be allowed at <br /> quarter-mile intervals. The same spacing requirements would pertain to <br /> CSAH 13, along the west border of the plat. Obviously, the main entrance at <br /> the northwest corner, together with the secondary access to the town home <br /> area, does not meet this requirement. Perhaps the second access point into <br /> the town home area could be designed such that it is emergency access only, <br /> and not for regular use. We will continue to work with the Developers and <br /> Sherburne County staff to ensure that the access points along CSAH 12 and <br /> CSAH 13 meet the County's guidelines. <br /> • <br /> Howarc R.
