• Mr. Pat Klaers
July 10, 1998
Page 3
DNR area hydrologist, is currently reviewing the proposed plat for compliance
with the shoreland ordinance. At the time of this memo, we have not
received Larry's comments.
• Oak Wilt Management
The site has been reviewed by Tim Edgeton, Sherburne County Forester, for
the presence of oak wilt. There appears to be one area of oak wilt present on
the site, located along the south edge of the northeast 40 acres. Attached is
a copy of Mr. Edgeton's May 13, 1998 memo, and a June 2, 1998 memo from
Westwood Professional Services, regarding the Developer's approach to
controlling the spread of oak wilt on the site. It appears from Westwood's
memo that the pocket of oak wilt falls within a road alignment, and that they
will take necessary precautions to remove the area and minimize the
potential for the spread oak wilt to the healthy forest.
• Flood Fringe Amendment
The grading plan shows filling within the flood fringe of Trott Brook. This is a
• permitted operation with a Conditional Use Permit (CUP). The Floodplain
Ordinance requires that a CUP be acquired for this operation. After the filling
is complete, the Developer's intent is to apply for Flood Fringe Amendment.
This will happen at a later time, as the proposed filling is in one of the late
phases of the project.
• Archaeological Survey
A Phase I archaeological survey was completed on the project site and
nothing was found.
• Phase II Environmental Survey
A Phase II environmental survey was completed for the project site, and
nothing significant was found.
• County Ditch No. 10
A portion of the storm water discharge from the site flows under CSAH 12 to
County Ditch No. 10. Steve Rohlf has suggested that the Developers contact
Sherburne County to inquire as to whether a permit is required for this
discharge. It is felt that a permit will not be required, since the City put in
trunk storm sewer several years ago, that Trott Brook Farms will flow through
to get to County Ditch 10. However, Mr. Rohlf thought it was appropriate to
make the contact just to be sure.
•
Howard R.Green Corroany
O:\PROD\800111j\0240\111-0804.july.doOONSULTING ENGINEERS
