Concerns were <br /> raised at the staff review relative to whether this restricts the ability of the lot <br /> too much. A lot this narrow may not support a house with a three-car garage, <br /> or may lead to numerous variance requests in the future, as homeowners try <br /> to add garage stalls, decks, or accessory buildings to their lot. <br /> ■ Tree Loss <br /> As can be seen by the preliminary site plat, Sheet 3 of 17, of the Developer's <br /> submittal, there will be significant tree loss within the single-family area of the <br /> development. The majority of the trees that are saved by the development <br /> fall within the Outlot Lot F, and Block 10. The remainder of the development <br /> has minimal trees left after the grading is completed. <br /> B. ENVIRONMENTAL ISSUES <br /> • Environmental Assessment Worksheet <br /> The scope of this project was large enough to require the preparation of an <br /> environmental assessment worksheet. That document has been prepared by <br /> • <br /> the Developer's engineer and reviewed by Steve Rohlf and other appropriate <br /> staff members. The document was sent out for public review and comment. <br /> That period started on June 29, and will run until July 29. After the comment <br /> period is over, the environmental assessment worksheet comments, with staff <br /> responses, will be presented to the City Council for their action. It is staff's <br /> opinion that there are no significant issues pointed out in the environmental <br /> assessment worksheet that would require additional significant environmental <br /> investigation <br /> • Wetlands <br /> The project site contains a significant number of wetlands. In fact, of the 365 <br /> acres, approximately 101 are wetlands contained within 51 wetland basins. <br /> The project has been presented to the Technical Evaluation Committee <br /> (TEC), headed by Steve Rohlf, on May 21, 1998. It was the TEC's opinion <br /> that the Developer had done a good job of avoiding and/or minimizing impact <br /> on wetlands. Of the 101 acres, the proposed plat requires filling just under 2 <br /> acres of wetland. The plan shows the appropriate mitigation required by law. <br /> The Developers have put together a summation of the information presented <br /> to the TEC, and that information is currently out for joint notification. It is <br /> anticipated that the Developers will receive the required permits for this plat. <br /> • Shoreland Ordinance <br /> 110 <br /> The shoreland ordinance has an impact on this plat because of the presence <br /> of Trott Brook along the east side of the development.
